Description
Solicitation Number / Notice Type: HQ0147-11-R-0002 / Amendment/7 Oct 2011 Synopsis: The purpose of this amendment is to announce the Government's decision that the Signal Processor/Data Processor (SP/DP) design effort will remain a part of the Scope of Work included in this Draft Request for Proposal (DRFP). Further, the SP/DP demonstration at Beale UEWR will include all CISF and site testing required to get through Ops Acceptance. The SP/DP will then be left behind at Beale and enter sustainment following Ops Acceptance. PIDS Rev H and the Ballistic Missile Defense System (BMDS) Spec for UEWR requirements have not been funded at this time. Rev G remains the baseline requirements document for this Scope of Work/DRFP. All interested Offerors' approaches should consider scalability in their proposed solutions defined as the ability of the proposed design to accommodate PIDS Rev H requirements with a minimal impact on cost, schedule or technical risk. The Government continues to encourage all interested Offerors to provide comments/concerns regarding the above, data currently available in the DRFP, and documents provided in the Offerors' Library. Recommendations regarding essential information, suggested changes, and/or inadequacies in documentation will be acknowledged and considered prior to final RFP release. It is imperative that feedback be submitted as soon as possible to ensure sufficient time to analyze any submission(s). Necessary changes to the DRFP will be made by amendment and/or at final release of the RFP. It is the responsibility of the Offeror to complete the necessary steps to obtain access to the Offerors' Library. Throughout the acquisition phase, the Government will utilize the Offerors' Library to continue to make available technical data, Q&As and other sensitive information. The Offerors' Library contains classified and export-controlled data; therefore, access will be restricted to personnel who have been cleared by MDA Contracting and Security Officials. It may take up to three weeks to gain access so it is vital that requests are submitted as soon as possible. Access to the Offerors' Library may be obtained by submitting an email request to ClearCompetition@mda.mil. The procedure for receipt and review of requests for library access is to obtain and sign an "Offeror's Library Access Agreement". The Government will verify Personnel/Facility Clearance and will then provide the online IP Address application link. The interested Offeror completes and submits the online application. Once the Offeror's MDA portal account has been granted and notification provided to MDA Contracting, the Government will provide access to the Offerors' Library. The Government intends to make the Offerors' Library available to those Offerors who have emailed ClearCompetition@mda.mil and completed the necessary steps to obtain access. Again, the Government anticipates that the process will take approximately three weeks to complete. This amendment once again reminds Offerors that the Government has determined any resulting solicitation will contain an Organizational Conflict of Interest (OCI) provision entitled "NOTICE REGARDING ORGANIZATIONAL CONFLICT OF INTEREST (OCI) AGREEMENT(S) (FAR 9.5)" which reads as follows: a. Responsibility lies with the prime contract offerors to ensure that both they and their proposed subcontractors are not restricted from participating in this proposed acquisition due to an OCI clause in any Federal Government Contract, including, but not limited to, Missile Defense Agency (MDA) contracts. b. Any offeror who has signed, as well as all proposed subcontractors who have signed, a contract with an OCI agreement, as either a prime contractor or subcontractor under any such contract shall submit a written application to the MDA Directorate of Contracting, Sensors Directorate, via email to Ms. Carol Rivard at Carol.Rivard@mda.mil, to obtain approval to participate in this acquisition. c. Further, if either the prime, or any of its proposed subcontractors, is currently performing (or in the process of proposing on) an effort that appears to have a potential conflict with the upcoming acquisition, regardless of whether there is an OCI clause or not, the prospective Prime contractor shall submit a written application to the Directorate of Contracting, Sensors Directorate, via email to Ms. Carol Rivard at Carol.Rivard@mda.mil, to obtain approval to participate in this acquisition. d. The Offeror(s) with either of the potential OCI restrictions, described in paragraphs b or c above, shall provide electronically (either via email or on a CD/DVD in MS word, or Acrobat.pdf format: (i) the prime contractor or subcontract OCI clause; (ii) a copy of each contract Statement of Work (SOW); (iii) a copy of each Task Order (TO), technical directive (TD), or Task Assignment (TA) performed or being performed or being performed by the offeror; and (iv) the Government technical point of contact (including his/her current email address, office symbol, and telephone number) for each contract SOW, TO, TD, and/or TA submitted for review. Each file on the email/disk shall be identified by Contract Number, followed by TO, TD and/or TA number, if applicable. The email/disk shall also include a file entitled "Table of Contents", which shall include all Contracts, TOs, TDs and TAs with the name, current email address, office symbol, and telephone number of the Government technical point(s) of contact. (End of OCI Provision) The anticipated date for release of the final RFP is early CY2012. MDA will not directly send potential Offeror's the solicitation documents, notices or amendments. It is the interested Offeror's responsibility to periodically check this website for updates. Please be advised that all communications concerning this acquisition must be coordinated through the Procuring Contracting Officer, Ms. Carol C. Rivard, at Carol.Rivard@mda.mil, with a copy to ClearCompetition@mda.mil.
