Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for Phase One Smart Power Infrastructure Demonstration for Energy Reliability and Security (SPIDERS) Joint Concept Technology Demonstration JCTD). The Smart Power Infrastructure Demonstration for Energy Reliability and Security (SPIDERS) Best Value Source Selection Process will evaluate responses to this RFP to design and build an electrical micro-grid that targets the objectives of the program. The location is Joint Base Pearl Harbor-Hickam (JBPHH) on Oahu, Hawaii. The Government will use a best value source selection, firm fixed price contract in accordance with FAR Part 15, Contracting by Negotiation/Best Value Procurements. This action will follow the best value tradeoff source selection process (FAR 15.101-1). The government plans to make a single award to the offeror that best meets the criteria in the solicitation. The offerors will be required to provide a not to exceed 6 page executive summary and a not to exceed 45 page detailed technical proposal to be submitted at the time of the proposal closing date. The Government will evaluate offeror executive summaries against the below listed executive summary criteria. The executive summary should clearly articulate offeror capability based on evaluation criteria and contain the offeror's best value solution. The executive summary will address the evaluation factors and should focus on evaluation of the solution space, technical approach, and overall merit and technical clarity of the proposed solution but not contain pricing information. This will be the basis for determining the competitive range. After the Government technical evaluation committee (TEC) evaluates just the executive summary, the SSEB will determine those firms that have made the competitive range. The competitive range will consist of approximately 5 firms who best meet the evaluation factors of the source selection plan. The 45 page detailed technical proposal should expand upon the technical approach presented in the executive summary as well as address each of the Source Selection Evaluation Elements. Design and demonstration schedules must meet the accelerated micro-grid technology integration and military construction effort to meet Joint Capability Technology Demonstration (JCTD) objectives. While providing reports and analysis needed to document innovation and build a template for future cyber secure distributed energy management systems (micro-grids) at other military installations, the awarded proposer will design, construct, and demonstrate a micro-grid system leaving in place a real property improvement in the electrical infrastructure at the two locations. Basis for Award : Award will be made on the basis of best value. Proposals will be reviewed for completeness and compliance in satisfying the requirements of the RFP. The offers will be evaluated on their merit against the evaluation factors listed below. The technical factors are considered equal relative to each other. The technical factors as a whole are more important than price. However, price remains a significant factor in determining the best value. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this RFQ is the web. Contractors may download the solicitation (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the Offerors' responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFQ and any amendments. All quotes are to be delivered to: U.S. Army Corps of Engineers CENAP-CT-S, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, ATTN: Karyn Price. All contractors are required to be registered in the DoD Central Contractor Registry (CCR) before award as required by DFARS 204.7300. Information on getting registered may be obtained by accessing the CCR website at www.ccr.gov. Instructions will be included in the solicitation. Also, firms who receive a Federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100/VETS 100A Report on your employment of targeted veterans.
