Description
Statement of Work(Attachment 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number is F2V1CA1273A009.. The 6th Contracting Squadron, MacDill AFB, Florida, requires: Contractor to provide all labor, tools, and materials necessary to perform the following: DESCRIPTION OF REQUIREMENT: CLIN 0001 - Aviation Fuel (100ll) for civilian aircraft. Qty: 3000 Gallons CLIN 0002 - Oil (Phillips 25W-60 X-Country) for civilian aircraft. Qty: 5 Gallons CLIN 0003 - Oil (Aeroshell 100W Plus) for civilian aircraft. Qty: 2 Cases CLIN 0004 - Equipment and Fueling Technicians. Qty: 1 Lump Sum CLIN 0005 - Oil (Aeroshell W120) for civilian aircraft. Qty: 80 Gallons CLIN 0006 - Smoke Oil (Aeroshell Smoke Oil) for civilian aircraft. Qty: 4 Drums CLIN0007 - Oil (Aeroshell 15W50) for civilian aircraft. Qty: 1 Case See attached Statement of Work(Attachment 1) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-53 effective 04 Aug 2011 DFAR DPN 20110920 and AFFAR AFAC 2011-0714 effective 14 Jul, 2011. The North American Industry Classification System code (NAICS) is 424720, with a small business size standard of 100 employees. A firm fixed price contract will be awarded. All interested parties must bid on all items. BASIS FOR AWARD: Award will be made to the lowest price offeror that is determined to be technically acceptable. The following AFFARS clause applies to this solicitation and is incorporate in full text: AFFARS 5352.242-9000, Contractor Access to Air Force Installations. 5352.201-9101, OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
