- The General Services Administration is issuing Refresh 17 to Solicitation Number FCXB-F4-020002-B for Schedule 520 - Financial and Business Solutions. This solicitation was originally synopsized on April 1, 2002, under FCXB-F4-020002-N. Resultant contracts will be indefinite delivery, indefinite quantity (IDIQ), multiple award schedule (MAS) contracts under the Federal Supply Schedules program. Contracts awarded under this solicitation will have a contract period beginning on the date of award and lasting for five years unless cancelled or terminated. The award also includes three five-year option periods. DEADLINES: PLEASE BE ADVISED THAT AS OF OCTOBER 11, 2011, ALL PROPOSALS MUST BE SUBMITTED OR REVISED TO COMPLY WITH REFRESH 17 OF THE SOLICITATION. THIS IS TO INCORPORATE THE NEW FORMATTED PRICING TOOL WHICH MUST BE USED FOR ALL OFFERS NOT AWARDED AS OF OCTOBER 11, 2011. PROPOSALS SUBMITTED OR NOT UPDATED TO INCLUDE NEW REQUIREMENTS PER REFRESH 17 WILL BE REJECTED. CONTRACTS ALREADY AWARDED AS OF OCTOBER 11, 2011, MUST ACCEPT THE MASS MOD TO INCORPORATE REFRESH 17 INTO THE CONTRACT AND MUST SUBMIT A PRICELIST PER THE FORMATTED PRICE LIST IN EMOD. CONTRACTORS WILL BE REQUIRED TO ADD PRICING VIA THE FORMATTED PRICING TOOL BEFORE ANY MODIFICATIONS CAN BE REQUESTED IN EMOD. PLEASE NOTE: Effective February 28, 2010, all responses shall be submitted electronically as an eOffer (http://eoffer.gsa.gov). Hard copy responses will no longer be accepted. Notice: The GSA Multiple Award Schedule (MAS) program has recently experienced a tremendous increase in new offers. Due to the large number of new offers currently in process, it could take up to 72 days before your offer is evaluated. GSA's practice is to evaluate offers in the order in which they are received. However, GSA may give priority to processing certain offers when circumstances dictate, such as when a federal agency Contracting Officer specifically requests an expedited offer review in order to meet a pending requirement that will be procured under the MAS program, or when there is a need for GSA to bring strategically critical new products or services to market in order to meet federal customer needs.
