Description
LIMITED SOURCES JUSTIFICATION This acquisition is conducted under the authority of the Multiple Award Schedule Program FAR 8.401 and is justified by the following facts and rationale required under FAR 8.405-6 (c) (1) and (2) as follows: (1) Agency and Contracting Activity. United States Agency for International Development (USAID) Management Bureau (M) Chief Information Office (CIO) Business Systems Engineering (BSE) (2) Nature and/or description of the action being approved. A ten and one half (10.5) month extension of Business Systems Engineering (BSE) Application and Functional Support Services task order. The modification to the current task order will ensure no break in services and prevent degradation of quality of day-to-day operations currently being provided. This extension will allow the Office of the Chief Information Officer (OCIO) sufficient time to compete and award a follow-on contract. The current task order expires on August 16, 2011. Contractor: AINS, Inc. 806 W. Diamond Ave Suite 400 Gaithersburg, MD 20878 (3) Description of Supplies/Services. The BSE task order supports USAID's business applications within the OCIO. These applications include: Clearance Record Information System, Employee Information Management System, Financial Disclosure Tracking System, Inventory Management System, Documentum, WebPASS, Time and Attendance, Partner Vetting System, and other small and new implemented applications. This task also includes functional area support, such as configuration management, test support, and operation of the Interoperability Lab. The services are required for the continued support of USAID business applications to users. The value of the extension is estimated to be $15,254,840. (4) Authority and supporting rationale. In accordance with FAR 8.405-6 (a) (1) (i),* * (C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order that was placed in accordance with the applicable Federal Supply Schedule ordering procedures. If the task order expires prior to award and successful transition of operations to the new contract mechanism, the OCIO will be unable to provide essential Information Technology (IT) services. These mission critical services include: maintenance and administration of existing business systems and applications including GLAAS, development of new business systems and applications, and Tier 2 and Tier 3 problem resolution. (5) Determination by the ordering activity Contracting Officer that the order represents the best value consistent with 8.404(d). The Contracting Officer has determined that issuing the proposed task order extension to AINS to continue this effort represents the best value and will result in the lowest overall cost alternative, considering price and administrative costs, to meet the Government's needs. This extension will be placed in accordance with FAR 8.404 - Use of Federal Supply Schedules. GSA has already negotiated fair and reasonable pricing. Prior to issuance of the extension, the ordering activity will consider the level of effort and the mix of labor proposed to perform the specific task being ordered, and for determining that the total price is reasonable. (6) A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. No market research was conducted. However, as described in this memorandum, AINS has provided mission critical services including: maintenance and administration of existing business systems and applications, development of new business systems and applications, and Tier 2 and Tier 3 problem resolution. It is not feasible to change firms at this time since a follow-on mechanism is not in place. (7) Any other facts supporting the justification. A sources sought notice was released in March 2011 to determine availability and capabilities of firms under the GSA IT Schedule 70 capable of providing the follow-on activities sought by the OCIO. Due to an unforeseen delay in awarding the follow-on mechanism(s), at this time, the OCIO's current acquisition schedule anticipates master vehicle(s) award(s) in the first or second quarter of Fiscal Year (FY) 2012; with initial task orders competed and awarded by the second or third quarter of FY 2012. (8) A statement of actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies for services is made. The purpose of the extension is to ensure that the critical services performed on this task order continue without interruption until the follow-on mechanisms are competed and awarded. (9) Contracting Officer's Certification. In accordance with FAR 8.405-6(c)(2)(ix), I certify that the justification is accurate and complete to the best of my knowledge and belief.
