- FOR ALL INFORMATION PLEASE CONTACT:John Allen 443-395-1292 john.b.Allen42.civ@mail.mil You must respond NO LATER than 26 October, 2011, 1200 hours Eastern Standard Time Installation, Testing and Sustainment of C3 Fiber Optic (FO) Long Haul Communications and Last Mile Wide Area Network (WAN). Contractor shall provide the upgrades necessary to support the FO WAN project by providing program and engineering management, systems engineering, integration, equipment procurement, installation, testing, and logistics - which shall include the acquisition of spares, training and maintenance. The contractor shall be responsible for overall system design and implementation. RJAFC3 FO WAN Technical Requirements The contractor shall provide an overall solution which incorporates the end-user's directed technical requirements. Summarized, the effort shall consist of the following activities: Upgrading 54 existing Long Haul facilities Installation and checkout of 22 existing Last Mile sites Installation and checkout of 74 Fiber Optic Long Haul Nodes and installing copper cable into pre-laid existing conduit between 13 sites. Fiber Optic Facility Implementations The contractor shall be responsible for providing, installing and verifying the operation of the specified power distribution box, power cables, conduit for power cables, power outlets, extended power panel, grounding, air conditioning, rectifiers, battery sets, rubber mats, and cable trays for 88 Long Haul sites. The contractor shall be responsible for providing specified battery sets and rectifiers for 22 Last Mile sites. Active Equipment Installation The contractor shall be responsible for installing the specified active equipment, including 110 multiplexers and network management hardware/software required for each site, insuring that each hardware system meets specifications and is fully operational. Project Element Testing The contractor shall develop a detailed Acceptance Test Plan which shall be the basis for approving all work accomplished under the contract. Additional Requirements Include Integrated Logistics Support to include Training, Spares and Maintenance w/ Warranties. Maintenance shall be provided to cover all equipment delivered and installed for the duration of the contract. The contractor shall procure and maintain appropriate basic provisioning spares to support the overall FO WAN capability at a recommend ratio of 1 spare per 10 fielded hardware "units". The contractor shall provide copies of any commercial warranties and shall provide a level 3 hardware warranty covering a period of 12 months after final acceptance. The contractor shall develop operator and maintenance training plans and supporting manuals. The contractor shall provide training to the end user designated personnel in the operation, administration, and maintenance of all aspects of the FO WAN capabilities and equipment. The end user has directed that training be conducted for personnel in Italy for end user directed supplier for multiplexers.
