- Under Authority of FAR 6.302-1, Only one Responsible source, the US Census Bureau intends to negotiate and award on a noncompetitive basis an agreement with NTT America (NTT) for platform as a service (PaaS) delivering a Managed Hosting Solution with current System Test and Evaluation (ST&E) certification for a Low-Low-Low System for the Census QUISP II System. NTT has unique qualifications. NTT currently provides the secure database and web server hosting for the QUISP II system as a subcontractor for a Census research and development consultant at its Sterling Facility. Hosting the Census system requires strict compliance with the Information Technology security requirements described in the Census Bureau IT Security Program Policies, Version 2.2, the Office of Management and Budget (OMB) Circular A-130, Management of Federal Information Resources; the Computer Security Act of 1987 (Public Law 100-235); and the Federal Information Security Management Act (FISMA). A System Test and Evaluation (ST&E) must be completed for each facility that will house the Census system. The U.S. Census Bureau has determined that NTT is the only known source with the capability and existing certified facilities needed to provide hosting for the QUISP II. The intent of this synopsis is for informational purposes only and is not a request for competitive proposals. No solicitations will be issued. Information received regarding this announcement will only be considered for the purpose of conducting competitive procurements in the future.
