PRE-PROPOSAL MEETING MINUTES/ATTENDEES PROJECT: Millington, TN TEMF LOCATION: Pre-proposal Meeting MEETING DATE & TIME: 3 October 2011, 08:30 EDST SITE VISIT: 1. A meeting was held at the Hampton Inn & Suites on Germantown Road in Memphis, TN. All perspective bidders showed up between 08:30 and 09:00. At 09:00 the party departed to the project site. 2. At the project site, the bidders were allowed some time to assemble, walk the area, and ask questions. The site features were pointed out. The bidders were alerted to the presence of arsenic in the ground water and the location of the wetlands. They were also instructed that they would be responsible for all the utility coordination and any associated fees. 3. The group left the project site around 10:30. PRE-PROPOSAL MEETING: 4. Dale Polston opened the meeting at 12:00 by welcoming everyone. An agenda was distributed and a copy is attached. The project is a Design-Build. It is a FY12 MILCON project. The planned acquisition process will be Best Value. 5. Misty Jones went over the contract specific requirements of the RFP. Misty Jones stressed the importance of Specification Sections 00114 and 01 03 00.00 48. The bidders were cautioned to submit the required information to keep from getting disqualified. The bidders were also encouraged to clearly describe betterments and preferences included in their proposal. 6. Proposals are due on 18 October 2011 at 11:00 Eastern Time. 7. Dale Polston stated that the project duration from Notice to Proceed (NTP) to construction completion was 490 days, which included design. Building had to be ready for furniture 42 days prior to building Occupancy (BOD). Fast Tracking would be allowed. No time extension would be provided for betterments, options, or preferences. 8. Jon Miller went over the technical requirements in the RFP. The Importance of specification sections 00 80 00.00 06 and 01 02 00.00 48 was stressed. The bidders were told how the plans and specifications, and the corresponding UFC's all worked together to form the contract requirements. 9. There are two listed betterments, concrete MEP and relocation of the wetlands. There is one priced option which is a bi-level loading ramp. Betterments would be given favorable consideration in the evaluation process as long as they were within budget limitations listed in Section 00114. All betterments should be clearly indicated in the proposal. 10. Jon Miller explained how preferences listed in the RFP would be used in the evaluation process. Highly preferred items would be given more consideration than preferred items. Preferred items would be given more consideration than acceptable items. The bidders were instructed to make the included preferences clearly stated in their proposals. 11. There was a lot of concern over local building permit requirements. Since the facility will be constructed on federal property, local building permits and inspections are not required, however utility permits and environmental permits are required. COMMENTS 12. A few written questions were provided and shown below: The division 5 steel specification calls for fabricator to be AISC certified. May a non-AISC certified fabricator be used if we provide all related tests and inspections? The sub I plan to use has performed on several COE projects. o No additional information will be provided, please use the information in the solicitation. RFP indicates a preference for brick & block wall construction but also indicates that the building should be similar in appearance to nearby buildings. All or most of the nearby buildings feature metal wall panels. Which should govern? o No additional information will be provided, please use the information in the solicitation. The RFP indicates a Bentley BIM requirement (native Bentley files), are we correct in understanding this to mean that translations from other platforms will not be accepted? o No additional information will be provided, please use the information in the solicitation. Will Revit be acceptable in lieu of Bentley BIM? o No additional information will be provided, please use the information in the solicitation. An older version of the data set is specified. Can we assume that the project will use the current data set? o No additional information will be provided, please use the information in the solicitation. 13. The Contractors were encouraged to submit all questions in DR Checks by Thursday 6 October so they could be incorporated into Amendment 0003 due to come out on 7 October. 14.
