Description
As part of a broad CLS strategy to better define the Department of the Navy's NFO training requirements and to reduce total ownership costs, the Navy rebaselined the requirements for all CNATRA training platforms. Upon completion of the requirements definition process the Navy started the source selection process for a follow-on competition of this requirement. The existing contract, which has previously been extended, expires 30 September 2011; however, the follow-on contracting effort has taken longer than expected, therefore a new contract, with a nine to twelve (9-12) month period of performance is required. Without a short-term provision to bridge the gap between the end of the current contract and award of the new competitively awarded contracts, training of SNFOs and I-level maintenance services cited in Section 3 will halt on 30 September 2011. The incumbent contractor, L-3 Vertex, is the only company that is in a position to immediately perform the required tasking for the limited period of time required. Any other contractor would be required to complete an inventory of the GFE, review and select qualified employees and coordinate with the unions concerning employment of the personnel covered by the Collective Bargaining Unit (CBA), and establish a management and administrative infrastructure at the two places of performance to include completion of required personnel training, licensing and certification. A Contractor other than the incumbent would need to spend a substantial amount of time during this short period of performance, becoming familiar with the platform, tools and equipment. Material requisitioning and maintenance and material management (3M) data reporting done through NALCOMIS, a system totally peculiar to the Navy, would also require considerable time to learn. Accounting of funds, inventory of all parts and materials, flight operation schedules, configuration management and delivery of associated CDRLs are requirements of this Contract that must be posted in an on-line database and accessible to Government clients on a real time basis. For this to be established in a short period of time would be extremely difficult. A sole source contract with a six (6) month base period and two (2), three (3) month options is necessary to ensure that there is no break in contract performance. Given the time constraints, there is insufficient time to award the new CLS contracts before 30 September 2011. This provision is necessary to ensure that CNATRA can complete its training mission and support fleet operational requirements while the source selection process is being completed.
