- Justification for Fair Opportunity Exception The contractor shall provide all management, labor, transportation, equipment, parts/spares, materials, and all other items necessary to support the sustainment and support of Remote Tactical Air Picture/Remote Work Stations (RTAP/RWS). This requirement was procured through GSA's Alliant Governmentwide Acquisition Contract (GWAC). However, this requirement was solicited, evaluated, and awarded to Raytheon Company in accordance with FAR 16.505(b)(2)(i)(B). The justification for fair opportunity exception is attached.
