- The US Army Corps of Engineers, Army Geospatial Center (AGC), in support of the US Army Research Institute for Behavioral and Social Sciences (ARI) is assessing the existence of sources and requesting capability packages from industry on the requirement to conduct surveys to support ARI's scientific and technology program and provide attitude and opinion data for senior leader decision making on personnel issues. ARI is seeking sources capable of performing survey data collection and database development among soldiers and Department of the Army (DA) civilians. Interested sources shall have demonstrated knowledge, ability, and experience on each of following requirements. In particular, sources shall address how they will meet the requirements of Information Assurance Certification and Accreditation addressed in Paragraph 3. Additionally, AGC is interested in suggestions that would allow offerors to propose firm fixed prices to satisfy this requirement, e.g., identify units that can be priced for issuing firm fixed price task orders (per survey; per questions; per decision point, etc). Responses must be limited to no more than 25 pages and must address the following specific areas: 1.Experience preparing, printing, and postal mailing paper questionnaires and survey communications (i.e., pre-notification, survey invitation, and reminders), to include: preparing and printing paper survey questionnaires, preparing and printing survey communications on official letterhead or postcards, preparing and printing names and addresses on envelopes and postcards, and preparing and mailing (via USPS) bulk shipments of paper questionnaires and survey communications. 2.Experience programming both online and printed paper surveys, to include: uploading survey questions to an online platform, scanning returned paper questionnaires, programming skip patterns and branching, and testing/reviewing programming for accuracy. 3.Experience electronically transmitting surveys and communications to soldiers or DA civilians, to include: preparing databases of population and sample frames; transmitting electronic communications; tracking eligibility, disposition, response/nonresponse, and returned mail; and obtaining updated postal addresses. Proof of an Executive DoD Information Assurance Certification and Accreditation Process package (DIACAP) and signed Authority to Operate (ATO) is required for all non-military information systems hosting or collecting DA information. Information systems must comply with DA policy on Information Assurance as described in AR 25-1 (Chapter 5-Information Assurance), AR 25-2 (Chapter 5-Certification and Accreditation), and relevant Department of Defense (DoD) policy. Data collections must also comply with the Army Privacy Program in accordance with the Privacy Act of 1974 (Public Law 93-579) as codified in 5 U.S.C. 552a and DoD Regulation 5400.11-R. 4.Experience establishing and administering a telephone call center and e-mail inbox to answer sample members' questions and provide technical assistance during survey administration. 5.Experience developing large-scale databases (i.e., databases with at least 50,000 cases) and developing documentation, to include: integrating paradata, administrative file variables, and survey response variables into one database; preparing a codebook or data dictionary which identifies variable names, value labels, and coding for each variable in the database; developing and documenting skip patterns; developing a file which captures qualitative data; outputting databases in a SAS- or SPSS-readable file; and creating a database which links personally identifiable information to survey responses. 6.Experience identifying and removing particular cases (e.g., deceased individuals, retired individuals) from databases. The North American Industry Classification Code (NAICS) for this requirement is 541720. The business size standard is $7.0M. Your response should identify your business size (large or small) in relation to this NAICS code. The purpose of this Request for Information (RFI) is to determine if there are sources capable of satisfying the government's requirement for ARI's support services. NO PROPOSALS are requested or accepted under this RFI. AGC will not pay for information or comments provided and will not recognize any costs associated with submission of comments. The government will not respond to questions on this RFI. RESPONSES ARE DUE NO LATER THAN 04 November 2011.
