- Description
- It is the intent of the National Library of Medicine (NLM) to enter into a sole source procurement with Sybase, Inc., 561 Virginia Road, Concord, MA 01742-2732, for the purpose of software maintenance renewal for proprietary software. The provided supplies and services are proprietary and commercial as defined in Far Part 2. Sybase, Inc. is the only known source capable of providing the required supplies and services. This action is under the authority of 41 U.S.C.253 (c) (1), as set forth in FAR 6.302-1 and HHSAR 306.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code (NAICS) is 541512 and the business size standard is $25.0 million. This solicitation incorporates provision and clauses in effect in the March 2005-53 FAR Revision effective August 4, 2011, including all FAR Circulars issued as of the date of this synopsis. The period of performance is anticipated to be twelve (12) months, with options to extend the term for two (2) twelve (12) month periods. The Base Year period of performance is anticipated to be October 1, 2011-September 30, 2012, Option Year 1 period of performance is anticipated to be October 1, 2012-September 30, 2013, and Option Year 2 period of performance is anticipated to be October 1, 2013-September 30, 2014. Inclusion of options does not commit the Government to exercise the options and is subject to available funding. NLM anticipates that an award will be made on or about October 21, 2011. This is not a solicitation for competitive quotations, nor is a RFQ available. However, if any other interested party believes that it can meet the requirement it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to all NLM to determine if the party can meet all of the foregoing requirements. Quotations must be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the vendor is capable of successfully performing the requirement. Sybase, Inc. is the only known source to NLM that can meet the above requirements due to the proprietary software previously purchased.
