The scope of work to be performed under the terms of this contract consist of furnishing all plant, labor, tools, transportation, travel, equipment, materials, and any other incidentals necessary to perform completely all operations essential to friction testing, rubber removal, and airfield painting for Altus AFB, Altus, OK; Sheppard AFB, Wichita Falls, TX; and Frederick Auxiliary Airfield, Frederick, OK. Each delivery order will identify a general scope of work. Friction testing, rubber removal by chemical, paint removal, and airfield painting shall be accomplished in accordance with the specifications attached to the Request for Proposal (RFP). The NAICS code for this acquisition is 237310. The performance period will consist of an estimated 12-month basic period and four (4) 12-month option periods. The Government anticipates the total estimated maximum value of the contract to be between $5M and $10M over the 5-year term. The solicitation will be issued as a 100% 8(a) competitive set-aside acquisition. It has been determined that competition will be limited to 8(a) firms located within the geographical area serviced by Oklahoma District Office and nearby areas (Region VI, to include Oklahoma, Arkansas, Texas, Louisiana, and New Mexico), and other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code. The guaranteed minimum contract amount for the basic year is $25,000.00. The solicitation package will be issued in the form of an RFP and is available as an attachment to the synopsis. All responsible sources meeting the criteria stated herein may submit a proposal, and the Government shall consider all such proposals.
