- VA-245-11-IB-0080- The Department of Veterans Affairs is seeking prime contractor construction services to provide all labor, materials, tools, equipment, and supervision for project no. 613-09-201 CLC (Community Living Center) Cultural Transformation Building 500 Renovation 5th Floor B Wing at the Department of Veterans Affairs, 510 Butler Avenue, Martinsburg, WV in accordance with the drawings and specifications. This procurement is a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The work includes, but is not limited to, general construction, alterations, interior demolition, asbestos abatement, insulation, ceramic tile, drywall, metal stud walls, custom sliding doors, specialty hardware, patient headwalls, acoustical ceilings, carpet tile, fluid applied epoxy flooring, sheet vinyl/ rubber cell flooring, painting, telecommunications, utility systems, medical gas, plumbing, mechanical, electrical work, nurses touch-down station, living room fireplace, and bariatric patient bedrooms. Estimated construction cost range is between $2,000,000.00 and $5,000,000.00. The firm must be a General Construction firm approved under NAICS: 236220, size standard: $33.5 million. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov, http://www.ccr.gov, and https://orca.bpn.gov to be eligible for award. Only SDVOSB Firms currently verified in the Veterans Information Pages (VIP) at www.vetbiz.gov or SDVOSB firms currently listed, pending verification in VIP are eligible to submit bids/offers. SDVOSB firms that submit bids/offers on SDVOSB set-asides that are not listed on VIP will be deemed nonresponsive. There will be one pre-bid site visit which will be held on July 26, 2011 @ 10:00 a.m. local time at the VA Medical Center, Facilities Management Service/V5 Contract Satellite Office, 510 Butler Avenue, Building 308B (Conference Room), Martinsburg, WV. All interested parties are encouraged to the site visit. Interested parties must obtain a visitor s pass from the Police Security Office in Building 500 before reporting to the conference room in Building 308B. All questions generated from the site visit shall be submitted in writing to the contracting officer (email address: angela.burger@va.gov). The deadline for questions pertaining to the solicitation is August 1, 2011. No telephone inquiries will be answered. Prospective contractors are responsible for downloading plans, specifications, and any issued amendments from www.fbo.gov. Solicitation documents will be available on or about July 12, 2011. A public bid opening will be made at the VA Medical Center, Facilities Management Service/V5 Contract Satellite Office, 510 Butler Avenue, Building 308B (Conference Room), Martinsburg, WV. Bid opening date is August 11, 2011 @ 1:00 p.m local time. The procurement is subject to availability of funds.
