Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement/solicitation is set aside for small business. This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued. This solicitation incorporates FAR provisions and clauses in effect through Federal Acquisition Circular 2005-53. The NAICS code is 721110, the small business size standard is $6 million. This is a solicitation for billeting for unit members of the 177th Fighter Wing on Unit Training Assembly (UTA) weekends. The requirement will be for Friday and Saturday nights prior to the scheduled UTA. The requirement is for 73 room nights with an additional three buffer rooms. This is not a solicitation for Event Planning Services. The offeror must be a hotel property. Incorporated by reference is FAR 52.212-1, Instructions to Offerors - Commercial and Addenda. Offerors must include a completed copy of FAR 12.212-3, Offeror Representations and Certifications - Commercial Items with its offer. This provision may be viewed at: http://orca.bpn.gov. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Incorporated by reference is FAR Clause 52.232-33-Payment by Electronic Funds Transfer- Central Contractor Registration; FAR 52.222-50- Combating Trafficking in Persons. FAR 52.233-3 - Protest After Award. Incorporated by full text is FAR 52.212-4, Contract Terms and Conditions - Commercial Items. FAR 52.217-8 Option to Extend Services; The Government may require continued performance of any services within the limits and at the rates specified in the contract. The Government may exercise this option with written notice at least 60 days prior. FAR 52.217-9 - Option to Extend the Terms of the Contract. These rates may be adjusted only as a result of revision to prevailing labor rates provided by the Secretary of Labor. Full text of clauses may be downloaded from www.arnet.gov/far Companies submitting a quote must be registered in CCR prior to being considered for award. FAR 52.204-7, Required Central Contractor Registration (CCR); https://www.bpn.gov/ccr. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet. The 177th Fighter Wing NJ Air National Guard is soliciting UTA weekend lodging accommodations within a 20 mile radius of the Atlantic City Air National Guard Base, located in Egg Harbor Twp NJ. The 177th Fighter Wing intents to award a Firm Fixed Price Contract for the base year plus four (4) option years. A written notice of award (contract) will be furnished to the successful offeror which shall constitute a binding contract. The total number of rooms per UTA weekend will not exceed 73 plus 3 buffer rooms. The rooms on Friday and Saturday will be up to (25 double rooms and 21 single rooms). Additionally on Saturday only there will be 21 double rooms and 8 single rooms (in addition to the previously stated amount). This will bring the total amount of rooms to 73 room nights plus the three (3) buffer rooms. Buffer rooms are rooms in addition to the monthly requirement that will be held for emergency use by the 177th Fighter Wing. These buffer rooms will be used for unforeseen requirements that arise but do not meet the criteria previously established for a room. These three rooms will be held every month regardless of the number of monthly rooms. The Contractor's facility must be Federal Emergency Management Agency approved and listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.fema.gov/hotel/search.cfm. The Contractor's facility must be compliant with the requirements of the American with Disabilities Act (Public Law 101-336) 42 U.S.C. 12101 et. seq.). The facility must be compliant with the Hotel and Motel Fire Safety Act of 1990 (Public Law 101-391). Please note that the Government is not authorized to pay prices higher than the allowable per diem for Atlantic County. The facility must be able to provide single and double occupancy units. All rooms must be Non Smoking. All rooms shall be located at the same facility, be of equal quality, and meet or exceed the industry standard for cleanliness and d cor. The facility must provide daily maid and all linen service. Facility shall have coin operated or self service laundry facilities available (washers and dryers) on the property. The facility must have 24 hours staffing. The Contractor shall invoice only for rooms occupied. Each room shall have the following: -One bed (single occupancy) or two beds (double occupancy) that shall meet industry standards size. Collapsible or rollaway beds are not acceptable. Each room shall have a dresser, desk and chair; Color television, with basic cable or satellite service; Iron, ironing board and hairdryer; Telephone with service for local calls. (Guests are responsible to pay all long distance calls - only local calls are covered under this contract) -Rooms shall have a private bath and shower facilities with adequate heat and air conditioning. -Individual units shall have secure access. All rooms must contain safety features such as smoke detector, sprinkler system, and a night latch or deadbolt on door to prevent unauthorized entry from the outside. All entry doors for main facility shall have controlled access to maintain a secure environment. Each Wednesday prior to the scheduled UTA weekend a list will be provided to the Hotel which indicates each member's name, rank, gender, whether they are authorized single or double occupancy and one or two nights stay. The list will contain the rooming assignments as indicated by the 177th Fighter Wing Services Squadron. After allowing for the additional three (3) buffer rooms if there are any rooms left on the contract after receiving the list provided on Wednesday, these rooms shall be released back to the Contractor. The three buffer rooms will be held every month and will not be released back to the hotel. The three buffer rooms can be billed whether they are used or not. Contractor shall bill only for rooms used or provided on the list. The Hotel shall not accept any calls or any walk-ins not provided on the list from the 177th Fighter Wing Services Squadron. The only persons authorized to change the contract are the Contracting Officers in the 177th Fighter Wing Contracting Office. Invoicing shall be accomplished via Wide Area Workflow immediately following the UTA weekend. The Hotel shall provide a list of the names of individuals utilizing the facility and a list of NO SHOWS to the 177th Fighter Wing Services Squadron, prior to invoicing. THE FEDERAL GOVERNMENT IS TAX EXEMPT; Please do not include taxes in proposal. The Government will be responsible only for cost of the room, and will not be responsible for any additional items. The unit member will be responsible for payment for such things as; long distance telephone calls; premium cable or pay channels, games, or videos rented; room service charges; meals, beverages, or bar drinks, etc... Quotes must contain the following information. Failure to submit any of the following information will result in rejection of the quote. -2 References for Past Performance (References shall include, name, address, telephone number, email address, and a brief description of the service provided). -Pricing, Cage Code, DUNS number, and Federal Tax ID -Proof of current ORCA registration or copy of Representations and Certifications filled out completely. - Descriptive literature regarding your facility-including location, directions, sleeping rooms, eating/restaurant spaces, menus, hotel parking fees, laundry services. INTERESTED PARTIES SHOULD EMAIL A REQUEST TO 177FW.BCO@ANG.AF.MIL FOR A MORE DETAILED STATEMENT OF WORK (SOW) AND PRICING FORM. QUESTIONS MUST BE SUBMITTED IN WRITING. NO TELEPHONE CALLS WILL BE PROCESSED. Submit questions to 177FW.BCO@ang.af.mil no later than 1400 hours (2:00 pm) on 14 October 2011. ANY QUOTE NOT RECEIVED BY THE DUE DATE AND TIME WILL BE REJECTED AND NOT CONSIDERED. ADDITIONALLY ANY INCOMPLETE QUOTES WILL BE REJECTED. FAR 52.212-2 Evaluation of Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price; Past Performance; and Quality of Property (e.g. amenities, condition, and location). Quality of Property and Past Performance, when combined, are approximately equal to Price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) The Government intends to make award without discussions with the offeror(s). Therefore, your offer should include your best pricing.
