Description
This notice is intended to provide a summary of subject procurement to all interested offerors. The Government is not responding to questions at this time. Questions from potential offerors will be accepted after formal solicitation release, which is expected in early FY2012. This synopsis supersedes Request for Information (RFI) for Integrated Training System Production dated March 29, 2011. The NAICS classification for this requirement is 334418 which has an employment size standard of 500 employees averaged over one (1) year. Small business concerns that comply with the aforementioned size classification are encouraged to respond indicating their status under the subordinate subcategories, if applicable, e.g., as small disadvantaged small business, women-owned small business, service disabled veteran-owned small business, etc. The Naval Sea Systems Command (NAVSEA) intends to issue a 100% small business set aside competitive solicitation for procurement, assembly, integration, test, storage and delivery of Integrated Training Systems (ITS)/Battle Force Tactical Training (BFTT) systems and associated engineering services in support of the Naval Sea Systems Command (NAVSEA) Program Executive Office Integrated Warfare Systems (PEO IWS) 7C, Surface Ship Training Directorate. An ITS/BFTT (T46X) unit consists of three militarized 19-inch standard equipment racks, One (1) BFTT Operator Processor Console (BOPC) rack, one (1) populated Equipment Rack 1 (ER 1), and one (1) populated Equipment Rack 2 (ER 2), populated with various Commercial-Off-The-Shelf (COTS) and Government Furnished Material (GFM) components. It is anticipated that this contract will be an Indefinite Quantity (IDIQ) contract (FAR 16.504) with additional Cost Plus Fixed Fee and Firm Fixed Price line items. A summary of the anticipated requirements by contract line item and contract-type is hereby provided for information/planning purposes. The solicitation will provide all detailed Statement of Work (SOW) and deliverable requirements for each. ITS/BFTT (T46X) First Article Production “ Firm Fixed Price (FFP). First Article Approval - Contractor testing will be required. ITS/BFTT (T46X) Production FFP IDIQ Qty ™s for FY12-FY14, potential contract total maximum 78 units spread across the three (3) contract years. Units will be built in accordance with Technical Data Package provided as GFI in the resultant solicitation. (A system drawing was provided with the RFI dated March 29, 2011); FFP IDIQ BOPC Production Units for FY12-FY14, potential total maximum 48 units; CPFF term form with a specified level of effort (see FAR 16.306(d)(2) for Production Engineering; and Other Direct Costs (e.g., travel): Cost-only (see FAR 16.302). There may be separate line items for shipping and storage. NAVSEA intends to award one (1) contract. The initial award is anticipated in FY 2012 with priced options through FY14. Deliveries will be FOB destination. This pre-solicitation notice is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov, and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please utilize either site to access information posted by the Naval Sea Systems Command. Disclaimer: This pre-solicitation notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a solicitation is issued in the future, it will be announced via FBO/NECO and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not an RFP or a promise to issue an RFP and this information is subject to modification and in no way binds the Government to award a contract. Hard copies of the solicitation will not be provided or mailed with the exception of the formal Drawing Package which will be provided on CD by request. Interested offerors should monitor the identified websites for the release of the solicitation. Since this solicitation, and any applicable amendments, will be issued electronically, the Government is under no obligation to maintain a bidder ™s mailing list. This is not a classified procurement. Secret and Top Secret Facility clearance is not required.
