Description
The Defense Logistics Agency intends to issue a solicitation for an Indefinite Quantity Contract (IQC) with a 1-year base period and four 1-year option periods for the 2 NSNs listed below. Both NSNs are Navy designated Critical Safety Items used on the F-404 Aircraft Engine. Surge requirements do not apply. Contractor Production Lot Testing is required for both NSNs. The Estimated Annual Quantity (EAQ) that applies to the base period and each option period and the required deliveries are as follows: NSN 2915-01-566-6707, P/N 6057T33G03, Spraybar, Main EAQ: 504, Delivery: 168 days NSN 2915-01-566-6708, P/N 6045T90G04, Spraybar, Main EAQ: 708, Delivery: 148 days The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302. General Electric Company, CAGE 99207, and Delavan, Inc., CAGE 71895, are the only two approved manufacturing sources. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The drawing packages required are subject to Export-Control regulations, and distribution is limited to those contractors qualified through JCP Certification. Form is available at the World Wide Web address http://www.dlis.dla.mil/jcp or by writing to: United States/Canada Joint Certification Office Defense Logistics Information Service Federal Center 74 Washington Ave, North Battle Creek, MI 49017-3084 Contracts will be awarded only to those contractors with JCP certification issued prior to an award. In order to receive an award, regardless of dollar value, contractors must be registered in Central Contactor Registration (CCR). The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation.
