- Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to request a proposal on a non-competitive basis with Hamilton Sundstrand Corporation, Windsor Locks, CT to six (6) each of the custom Advanced Flight Control Computer (AFCC) Test Set, P/N AD(TBD)-1, in support of the of the Advanced Flight Control Computer in the H-60 Helicopter. The Government intends to negotiate this requirement under the authority of 10 USC 2304 (c)(1), as prescribed by FAR 6.302-1. The Government does not own data, drawings, or other specifications to permit full and open competition. Hamilton Sundstrand is the Original Equipment Manufacturer (OEM) of the specified Test Sets; and as such they are the only vendor with the knowledge and proprietary data to develop and manufacture these items. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
