- Description
- Naval Air Systems Command (NAVAIR) intends to issue a Cost-Plus-Fixed-Fee Delivery Order under Basic Ordering Agreement N00019-09-G-0005 to Lockheed Martin Owego, New York, for the software and continued engineering support, development, integration, validation, verification, testing of updated software for the Electronic Support Measures (ESM) Mission Data Load Tool(MDLT)and AN/ALQ-217A Hot Bench for E-2C Hawkeye 2000 (HE2K). The period of performance for the supplies/services to be furnished hereunder shall be within twelve(12) months from date of contract award. Lockheed Martin is the original designer, developer and manufacturer of the AN/ALQ-217A ESM system. Lockheed Martin is the only source with the requisite knowledge, experience and technical expertise to ensure continued production of the E-2 ESM software and Intelligence Files (I-Files). The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct competitive procurement.
