Statement of Objectives (SOO) Construct Outdoor Physical Training Area Project Number: CZQZ11-0100 Cannon Air Force Base, New Mexico Revised August 19, 2011 1. GENERAL INFORMATION 1.1. Removed. 1.2. PROJECT LOCATION: CAFB is located in Curry County, approximately six miles west of Clovis, NM. The Outdoor Physical Training Area is to be located east of the Fitness Center B-444 and north of the track. 1.3. PROJECT DURATION: Project must be completed within 150 calendar days of the Notice to Proceed (6 weeks for design and material procurement and 14 weeks for construction). 1.4. DESCRIPTION OF THE WORK: The Work consists of complete design and construction services necessary to complete the following: 1.4.1. Establish a schedule for A-E services including dates of anticipated site visits, team meetings and submission dates for 35% and 95% construction documents and construction schedule in coordination with design milestones. 1.4.2. Removed. 1.4.3. Site development for the Outdoor Physical Training Structure consists of sighting as shown in the site plan and landscaping around structure and area of structure. The project includes complete design and construction of all site features required to provide the Outdoor Physical Training Structure. 1.4.4. Construct 2 sidewalks to/from structure: 1.4.4.1. Construct sidewalk connecting existing track and new outdoor physical training structure. 1.4.4.2. Construct sidewalk connecting existing parking lot and new outdoor physical training structure. 1.4.5. Construct 6' high CMU wall as shown in conceptual drawing attached. 1.4.6. Provide an outdoor structure approximately 60' x 120' foundation and 15' to 20' structural height. Structure shall be similar to preliminary schematic design as shown in conceptual drawing attached. 1.4.7. Provide enclosed storage room approximately 450 square feet within structure as shown in conceptual drawing attached. 1.4.8. Provide energy efficient lighting within structure; such as, T-5 tube, and several lighting sections with separate 3 way switches. 1.4.9. Provide minimum 4 electrical outlets per side and switches (weather proof). See attached utility map for tie in location. 1.4.10. Provide lightning protection system. 1.4.11. Provide chain link security fence around the structure and one entrance gate. 1.4.12. Provide and install two phone connections from the communications cabinet to a weather proof phone enclosure. See attached communications call out memorandum and communication line map in the vicinity of project location. 1.4.13. Bid Options: 1.4.13.1. Provide water fountain within facility. 1.4.13.2. Provide canvas curtain attached to open areas around the structure to prevent weather damage on equipment. 1.4.13.3. Provide ceiling fans. 1.5. SUSTAINABILITY: To the extent possible and practical, sustainability concepts must be incorporated into the design of all new, repaired and renovated facilities in accordance with LEED (Leadership in Energy and Environmental Design) requirements for Certification. A LEED Silver rating or better, in accordance with the Air Force "Memorandum of Understanding for High Performance & Sustainable Buildings" dated 24 January 2006, is required of projects meeting LEED minimum program requirements (MPR's). 1.6. LEGAL COMPLIANCE: All design solutions must be in compliance with all public laws and the Code of Federal Regulations. In addition, design solutions must comply with any pertinent Executive Orders and Department of Defense Instructions or Directives identified and provided by Air Force representatives during the course of project design. 1.7. ADDITIONAL DESIGN SERVICES: 1.7.1. Within one week of notice to proceed, provide a legible project schedule in printed and PDF format for design services including dates of anticipated site visits, team meetings and other milestone dates. 1.7.2. Removed. 1.7.3. Removed. 1.7.4. Removed. 1.7.5. Submit progress drawings and specifications at 35% and 95% completion of documents unless otherwise directed by the designated AF Program Manager (PM). Allow at least two weeks from date of each submittal for Air Force representatives to provide review comments and approvals. 1.7.6. Removed. 1.7.7. Removed. 2. CONSTRUCTION REQUIREMENTS 2.1. DAILY WORK SCHEDULE: Workdays shall be from 0700 to 1700, Monday to Friday. No weekend work allowed unless approved by the PM. The Contractor shall provide written notification to the Contracting Officer (CO) fourteen (14) calendar days lead time for work schedule changes. 2.2. TEMPORARY FENCE: When job site fencing is required, the Contractor shall provide temporary screened fencing around the site perimeter and site signage as determined by the Air Force PM. 2.3. CONCRETE TRUCKS: Cleaning out of concrete trucks on CAFB is prohibited. Concrete truck chutes, only, may be rinsed at the construction site. Wastewater and concrete from this rinse shall be collected in a high-density polyethylene (HDPE) plastic-lined box or pit provided by the Contractor at the site. At the end of pouring operations, the Contractor shall excavate all the waste and liner and properly dispose of same. The Contractor shall dispose of all concrete debris to an authorized off base site and shall remove any and all concrete debris and residue at the end of the project at no additional cost to the Government. The pit shall be completely backfilled and the site restored to original conditions. 2.4. USE OF PREMISES: During the contract, areas will be closed to vehicle parking and vehicular traffic for construction. Coordinate and cooperate with building user's and other Contractors scheduling and/or phasing operations to minimize conflicts. 2.5. CONSTRUCTION PERMITS: A properly approved and coordinated construction permit (AF Form 103, Civil Engineer Work Clearance Request) will be provided by the Base Civil Engineer prior to excavation activities. Open excavations shall be marked with barricades, flashing yellow lights (during night hours) and utility outages will be scheduled. 2.6. SUBMITTALS: The Schedule of Material Submittals lists the required submittals that are to be forwarded to the CO no later than 5 days after receipt of notice to proceed or as otherwise established by the CO. Each submittal shall include information required by the indication on the schedule of material submittals and as described in the technical specifications on the drawings. No approval will be given on an item unless submittal information shows compliance with specified requirements. If, at any time during the duration of this contract, the Contractor desires to change materials from those originally approved, his new materials shall be submitted to and approved by the CO prior to incorporation into the project. 3. DELIVERABLES 3.1. PRINTED DRAWINGS AND SPECIFICATIONS: Upon completion of the documents for construction, the DBE must deliver to the Air Force two complete printed copies of all construction contract drawings and specifications. One set of drawings may be half-size. 3.2. ELECTRONIC DRAWINGS AND SPECIFICATIONS: Upon completion of the documents for construction, the DBE shall provide electronic drawing files in a format compatible with AutoCAD 2010 including all external references required to view and print the drawing files properly. Include all necessary *pc3 or similar files needed to properly set line weights for printing. All drawing files shall be in a single folder or in a folder structure that will enable external referencing. Drawing files shall be organized in accordance with the DoD A/E/C CAD Standard (ERDC/ITL TR-09-2) available in PDF format on many federal websites. The DOD standard is closely based on the National CAD Standard. In addition, the DBE shall deliver to the PM: 3.2.1. Reproducible electronic drawings in PDF format. 3.2.2. Specifications in PDF and WORD format. (WORD documents may be write-protected.) 3.3. AS-BUILTS: Upon completion of construction, the DBE shall deliver to the Air Force all electronic drawing files and specifications revised to reflect as-built conditions as reported by the contractor. Deliver electronic drawing files in a format compatible with AutoCAD 2010 including all external references required to view and print the drawing files properly. Include all necessary *pc3 or similar files needed to properly set line weights for printing. All drawing files must be in a single folder or in a folder structure that will enable external referencing. Files shall be delivered on disk and in a single folder. In addition, the Contractor is required to execute DD Form 1354 Checklist and submit to Contracting Officer before final payment is issued. 3.4. OPERATION AND MAINTENANCE MANUALS: The Contractor shall prepare O&M manuals, warranties and other project closeout requirements as defined in the contract for construction. 3.5. GEOGRAPHIC INFORMATION SYSTEMS (GIS): All new facilities and utilities shall be located by the Contractor in an electronic format that is compatible with the current base GIS software and includes descriptive information required by the Air Force. When the Contractor is unable to provide GIS information as described, the Contractor shall notify the PM so that other arrangements can be made. In such cases, the Contractor shall assist Air Force agents or personnel in the generation of GIS information if requested by the PM. Subject to change, the following are the basic requirements for GIS information to be delivered to the Air Force on CD: •· DATUM - WGS84 •· Coordinate System - UTM •· Units - Meters •· Data in attribute Table will be SDSFIE version 2.6 Compliant •· Shapefile Geodatabase format 4.
