Description
On September 30, 2011, in a competive acquisition under section 8(a) of the Small Business Act, 15 USC 637 (a), USCIS awarded ECU Communications of Gainesville, Virginia a contract for professional services in support of E-Verify and SAVE. The contract has a one year base period and two, one year option periods. The value of the contract if both option periods are exercised is $10,038,912.33. ECU Communications will provide support to USCIS to develop and implement a public education and outreach plan designed to: • Increase the number employers enrolled in E-Verify • Educate employees and stakeholders about their rights and responsibilities under the E-Verify program • Increase employers' understanding of the E-Verify program and increase user compliance • Educate SAVE agencies' understanding of the program and increase user compliance • Educate non-citizen benefit applicants about SAVE processes E-Verify is a free, Web-based system, operated in partnership by USCIS and the Social Security Administration (SSA), that allows participating employers to electronically verify the employment eligibility of their employees. E-Verify was created in response to the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (P.L. 104-208). Its goals of expanding employer participation and increasing employers' and employees' knowledge of their rights inherent in the E-Verify program support the government's overarching goals of reducing both unauthorized employment and hiring discrimination. The SAVE program provides automated status verification information to Federal, State, and local benefit-granting agencies. These agencies use SAVE to be sure applicants are entitled to their benefits.
