JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Upon the basis of the following justification, I, as Contracting Officer, hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of 10 U.S.C. 2304(c)(2) Unusual and compelling urgency (FAR 6.302-2/DFARS 206.302-2). ARMED SECURITY GUARDS DEFENSE INFORMATION SYSTEMS AGENCY (BLDG 200) SAN ANTONIO TEXAS PORT AUTHORITY OF SAN ANTONIO JUSTIFICATION 1. REQUIRING AGENCY AND CONTRACTING OFFICE: (FAR 6.303-2(a)(1)) Requiring Agency: Defense Information Systems Agency ISC-SA 3326 General Hudnell Drive San Antonio, TX 78226 Contracting Agency: Defense Information Systems Agency/ Defense Information Technology Contracting Organization, 2300 East Drive Scott AFB, IL 62225-5406 2. NATURE/DESCRIPTION OF ACTION(S): Awarding a firm fixed price contract to provide Guard Services for the DISA San Antonio Port Authority. The period of performance will be 1 October 2011 through 30 September 2012. The award will include a labor hour line item to provide service if a contingency occurs. The award amount is $548,466.88. This justification is issued to allow for a direct award to extend/continue mission critical services previously cover under Contract/Task Order#HHSP350200800068I/HHSP3503608T. Award to Vendor: Professional Performance Development Group Inc. (PPDG), 5441 Babcock, San Antonio, TX 78240. 3. DESCRIPTION OF SUPPLIES/SERVICES: The purpose of this requirement is to provide armed facility security services required for building 200 located in the Port Authority area. The facility houses Government systems and information considered vital to national security. Employing armed security guards would meet protection criteria as outlined in the Director of Central Intelligence Directive 6/9, Security Policy for Physical Security Standards for Sensitive Compartmented Information Facilities (SCIF) and Security Policy Manual. The security guards shall ensure personnel have the correct entry credentials and use the proper procedures to enter the fenced compound and the facilities in accordance with the current DISA Security Instructions. The vehicle gate will be manned during normal duty hours, (usually 0700 to 1500). The gate guard will insure proper entry and exit procedures are adhered to and delivery trucks are inspected prior to entry. The other two construction area guards shall remain mobile throughout the compound and non-SCIF areas and perform security and circulation control, truck and vehicle inspections, monitor construction crews and respond to alarms or emergencies. Guards will be capable of being interchangeable between posts. The guards shall be able to deter, detect, and detain, by use of appropriate force, trespassers or persons who illegally gain or attempt to gain access to the DISA Compound. The guards shall be able to detect and detain persons suspected of committing other offenses in accordance with DOD guidance and DISA Operating Instructions. Such individuals shall be detained until guards are able to release them to law enforcement authorities. Guards performing services shall possess a current SECRET security clearance. 4. IDENTIFICATION OF STATUTORY AUTHORITY : Unusual and compelling urgency, 10 U.S.C. 2304(c)(2). (FAR 6.302-2/DFARS 206.302-2); 5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS: Professional Performance Development Group Inc. (PPDG), is uniquely qualified to provide these services based upon the following. PPDG is the incumbent and possesses detailed knowledge of all aspects of the SOW. They have provided these services to Defense Information Systems Agency ISC-SA, located in San Antonio since Oct of 2008 under Contract/Task Order#HHSP350200800068I/HHSP3503608T. PPDG also have all necessary certifications and understands the critical working relationships required to provide theses security services to the customer. Competition would have been feasible had more time been available. The contracting office which held the current contract for these required services, failed to notify the customer timely concerning their inability to exercise the option available in their contract with PPDG. Several attempts to contact the contracting office were made by both the customer and the contractor. It was not until 3 days prior to expiration of the current contract period the customer became aware of this issue and the possibility of having no guard services as of 1 October 2011. A determination was made services must be obtained by the incumbent contractor. Failure to process this award would have a detrimental impact on the ability of DISA to execute the mission. It is necessary to have continuity of support through providing these services with current vendor (PPDG) for a period of one year. During this period procurement actions will begin to ensure any follow on contract has been fairly competed. 6. FEDBIZOPPS ANNOUNCEMENT/POTENTIAL SOURCES : This justification will be issued on FedBizOpps within 30 days of award as required by FAR 52.202. 7. DETERMINATION OF FAIR AND REASONABLE COST: The Contracting Officer determined the price to be fair and reasonable based on comparison with the incumbent contract pricing as well as review of prices for similar services through GSA Schedule contracts.
