- Add FAR clause 52.212-2, Evaluation - Commercial Items (JAN 1999). The following factors shall be used to evaluate offers: Lowest price, technically acceptable. To be considered technically acceptable if quoting on other than the brand name, submit descriptive literature and specifications. Contractors must also provide 100 samples for testing. To be considered technically acceptable, caps must have a reliability rate of 100% (0 fail rate). Package caps to meet transportation criteria of DOT class 1.4B. Deliver caps to: Letterkenny Munitions Center (LEMC), Bldg 5331 (LTL), Route 997, Voelz Gate, Chambersburg PA 17201-4150. Attn: Elwood Pike.
