Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT: In accordance under the authority of FAR 6.302-1, entitled, "Only one responsible source and no other supplies or services will satisfy agency requirements," it is the Government's intent to award a firm fixed price contract on a sole source basis to Tecan U.S., Inc. 4022 Stirrup Creek Drive, Suite 310 Durham, NC 27703-9411 for the purchase of one (1) Infinite M200 PRO Monochromater-based Modular Multi-function Microplate Reader (Part No. 30050303). In accordance with FAR 5.207 entitled, "Preparation and transmittal of synopses, the following information is being provided: (1) Action code: Notice of Intent to award a sole source procurement (2) Date: 04 October (3) Year: 2011 (4) Contracting Office Zip Code: 21702 (5) Classification Code: 65 (6) Contracting Office Address: 820 Chandler Street Frederick, MD 21702 (7) Subject: Infinite M200 PRO Monochromater-based Modular Multi-function Microplate Reader (Part No. 30050303) (8) Proposed Solicitation Number: W81XWH-12-T-0002 (9) Closing Response Date: 5:00pm EST Wednesday, 15 October 2011 (10) Point of Contact: Julie Burns via email at julie.l.burns@us.army.mil (11) Contract Award & Solicitation Number: Contract no. - pending & solicitation no. -W81XWH-12-T-0002 (12) Contract Award Dollar Amount: pending negotiations (13) Contract Line Item Number: CLIN 0001 (14) Contract Award Date: November 2011 (15) Contractor: Tecan U.S., Inc 4022 Stirrup Creek Drive, Suite 310 Durham, NC 27703-9411 (16) Description: see below (17) Place of Contract Performance: USAMRIID, 1425 Porter Street Frederick, MD 21702 (18) Set-aside status: N/A DESCRIBITION: The requirement for U.S. Army Medical Research Institute for Infectious Disease (USAMRIID) is for the purchase of one (1) Infinite M200 PRO Monochromater-based Modular Multi-function Microplate Reader (no filters required) - Automated microplate reader for UV & VIS absorbance (ABS), Fluorescence (FL) intensity top with time-resolved fluorescence, fluorescence resonance energy transfer, spectrally-enhanced PMT, fluorescence bottom, temperature incubation. Includes ability to measure wavelength range of in tunable 1nm increments. Available features include heated incubation to 42 degrees C, linear and orbital shaking. Accommodates 6,12,24,48,96, and 384-well microplate formats. Includes I-control software for instrument measure control, spectral scanning, Z-height optimization (z-focusing), plate definition creation and raw data acquisition saved in MS-Excel format. The requirement for the multifunction plate reader originates from a USAMRIID funded research project designed to identify virulence determinants of the biothreat agent Burkholderia pseudomallei. The novel and unique experimental design of these studies requires a multifunctional microplate reader that can be user programmed to sequentially measure absorbance, fluorescence, and bioluminescence from bacterial cultures on microplates without the need to manually change filters. The microplate reader and application software must also allow for temperature control and continuous, variable shaking. Lastly, as these studies are planned for Biosafety level 3, the footprint of the microplate reader must be small enough to fit within a Biological Safety Cabinet (BSC). Specifications: Detection Modes Absorbance (Abs) Fluorescence Intensity (FI) Top / FI Bottom with Optimized Read Time-Resolved lfuorescence (TRF), Luminescence Photon Counting (Lumi) Wavelength Selection Quadruple monochrometers (tunable in liun steps. 230nm to 1000nm) 2-Excitation (EX) and 2-Emmission (EM) monochrometers Stray light must remain under 2 x 10-7 Bandwidth Selection EX: 5nm for X 295nm; EM: 20 nm Light Source 10-Watt UV Xenon Flash Lamp System must have one light source to reduce cost, reduce reading times, and maintain consistency Detectors Photomultiplier Tube (PMT): analogue-type for lfuorescence measurement Standard PMT: EX 230-600nm, EM 330-600nm Optional spectrally enhanced (red shifted) PMT: EX 230-850nm, EM 280-850nm UV Silicon Photodiode for absorbance measurements Photon Counting (CPS) PMT for luminescence EACH detection mode must have its own dedicated detector for increased sensitivity definitions for all plate types plates. Measurement Speed 20sec, 96-well plate; 30sec 384-well plate Wavelength EX/EM-scan, 96-well plate, 450-550nm, 5nm step: 125se Plate Formats 6, 12, 24, 48, 96, and 384-well plates; cuvettes User created Plate Deifnition Files allows for custom microplate definitions for all plate types plates. Software: Software must allow for comprehensive user control. Must be able to be programmed to automatically perform at least 192 continuous cycles of user defined temperature and shaking parameters. Additionally, during each cycle the instrument must be able to make abs, fluorescence and luminescence readings without additional user input. Must be able to select individual non-continuous wells (RAW data acquisition sent directly to MS-Excel including measurement parameters) Temperature Incubation Ambient +5oC up to 42oC optimized to eliminate cold spots Gas Control Module Must be upgradeable to of measure and control 02 levels and CO2 levels Shaking Linear and orbital; 1- 600 secs; amplitude from 1-6mm in 0.5mm increments Movement, speed and amplitude must be user selectable Power Source 120V, Power source should be internal to the instrument (NOT external) in order to protect users from any accidental spill in the lab. Please submit your email capability statements (using.pdf, MS Microsoft Word, or Excel attachments) to Julie Burns via email at julie.l.burns@us.army.mil. No phone calls will be accepted. Statements are due not later then 5:00pm EST Wednesday, 15 October 2011 ALL RESPONSIBLE SOURCES MAY SUBMIT A CAPABILITY STATEMENT, PROPOSAL, OR QUOTATION, WHICH SHALL BE CONSIDERED BY THE AGENCY.
