- RFQ The U.S. Patent and Trademark Office (USPTO) occupies a 2.5 million square foot leased campus in Alexandria, Virginia. The campus was constructed with a major focus on creating redundancies in power to support Data Center operations. The USPTO assumed full occupancy of the campus between 2003 and 2005. As part of the initial construction, the lease stipulated that the campus be supported by two different power feeds and two rotary UPS systems so that the critical load of the Data Center equipment could be supported without any delay. See Attachment 1 for an excerpt from the lease. In July, one of the Piller units failed. Since then, the USPTO has been relying on one Piller unit, without redundancy. The USPTO requires a dedicated generator and UPS to be attached and synchronized to the existing units to protect the Data Center equipment from any power outages. The contractor shall provide and install an Automatic Transfer Switch (ATS) and 4000AMP switchgear and a 900KW rotary UPS for critical power switchgear. The essential power switchgear should be fed from a rental switchboard directly, as the HVAC load does not require a UPS support. The units shall be placed at the 600 Dulany Street East Loading Dock, preferably in the dock, or the adjacent parking pad. This location contains an existing underground diesel tank and is approximately twenty feet from two designated disconnect switches within the loading dock. This generator will be utilized for a 12-to-14-hour period on the earliest possible Saturday in October, when the functional Piller is taken off-line for assessment. Thereafter, the rental UPS/generator will remain in place but not utilized, unless there is a disruption in the main power feed. The rental UPS system shall provide "no-blink" capability for the essential feed and to allow the generator adequate time to begin. Detailed coordination must be completed with Piller in order to adequately synchronize the units, through USPTO, and through our lessor, LCOR. Given concerns about the noise of the operating unit, noise-reducing enclosure and mufflers are required. The Contractor is responsible for providing the rental units and coordinating the design and installation with both Piller and the Lessor, LCOR, to insure that the USPTO's Data Center is fully protected in the event of a power outage.
