Description

The intention of the upcoming solicitation will be to obtain an indefinite delivery/indefinite quantity (ID/IQ) type contract that encompasses a broad range of Non-Recurring Maintenance, and Minor Construction work on real property located at the following CAVHCS locations: Tuskegee VA Medical Center, 2400 Hospital Road Tuskegee, Alabama 36083; Montgomery VA Medical Center 215 Perry Hill Road Montgomery, Alabama 36109. Individual task orders will be issued against this contract and contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish all labor, materials, tools, and equipment and perform work as required by the individual Task Orders. Work will include but not be limited to demolition, carpentry, concrete, roofing, excavation, interior renovation, carpet, window, door installation, electrical, plumbing, painting, plaster/stucco, masonry, site work and HVAC. This contract shall not include medical facilities engineering support services such as: utility plant operation, ground maintenance, refuse collection and disposal, maintenance and repair of equipment or systems, and similar work. No task order shall include Architect\Engineering services, however, informal (shop) drawings, incidental to the job, reflecting the plan of action and the completed project may be included. Individual task orders will be between $2,000 and $500,000. NAICS Code 236220; Small Business Size Standard: $33.5M. A firm fixed price IDIQ contract, with one (1) base year and four (4) full one year options, is anticipated, with a provision for the option to extend services. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), this procurement is set-aside for Service-Disabled Veteran-Owned Small Business firms (SDVOSB). In accordance with FAR 52.204-7 and VAAR 802.101, prospective firms must be registered in Central Contractor Registration (CCR) and in the VetBiz databases prior to award. Firms may obtain CCR information at http://www.ccr.gov and VetBiz information at http://vip.vetbiz.gov. In accordance with the class deviation to 804.1102 Vendor Information Pages (VIP) Database effective October 1, 2010, all SDVOSB and VOSB firms must be verified by the Office of Small and Disadvantaged Business Utilization (OSDBU) Center for Veterans Enterprise (CVE) to be eligible for contract award. The contractor is required to be located, either by virtue of their main office or a satellite operation base, within an area permitting a maximum of a two (2) hour response time to the Medical Center locations listed above. The contract will be awarded using the Best Value source selection process. Firms will submit proposals to address the following technical evaluation factors: (1) Past Performance; (2) Technical Ability (In-House Trades/Capabilities); (3) Experience; (4) Program Management; and (5) Pricing. In accordance with FAR 5.102(a) (1), availability of this solicitation will be limited to the electronic medium; solicitation will be available for viewing and downloading, free of charge, via http://www.fbo.gov. Notification of any postponements and any amendments to the solicitation will only be posted on this web-site. It is the sole responsibility of the offeror to continually view this web-site for any amendments made to the solicitation.
