This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SYNOPSIS SOLICITATION FOR COMMERCIAL ITEMS 1. Class Code: 66 2. NAICS Code: 334516 3. Subject: Superconducting Probe Station 4. Solicitation Number: W911QX11T0202A 5. Set-Aside Code: 100% Small Business 6. Response Date: 11/07/2011 7. Place of Performance: US Army Contracting Command - APG Adelphi Contracting Division Building 1101B Aberdeen Proving Ground, MD 21005 8. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-11-T-0202A. This acquisition is issued as a Request for quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. (iv) This acquisition is set-aside for Small Business. The associated NAICS code is 334516. The small business size standard is 500. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001, Superconducting Probe Station, Qty 1, EA (vi) Description of requirements: The Government requires one (1) general-purpose micro-manipulated probe station with accessories that enable control over extrinsic variables including temperature range (two (2) to 400 Kelvin (K)), vertical magnetic field (0 to 2.5 Tesla), and illumination (infrared (IR) through visible wavelengths) meeting the following minimum specifications: Probe Station: Capable of accommodating minimum of six (6) micro-manipulated probe stage arms; Capable of accommodating superconducting magnet that provides a vertical magnetic field perpendicular to the surface of a test wafer; accommodate test wafers that are up to two (2) inches (in.) in diameter; One (1) superconducting magnet that provides a magnetic field with a variable strength ranging from 0 to 25 kilo-Oersteds (2.5 Tesla); One (1) flow cryostat that provides a temperature range of 4.2 to 400 K; One (1) sample stage temperature sensor to accurately measure temperature values ranging from 4.2 to 400 K; One (1) 50 Watt (W) sample stage heater; One (1) magnet stage temperature sensor.; One (1) 100 W magnet stage heater; One (1) cooled radiation shield and one (1) cooled IR absorbing window over the sample stage heater; Two (2) radiation shield temperature sensors; One (1) 100 W radiation shield heaters; One (1) 50 W radiation shield heaters; One (1) removable top lid with a 50 millimeter (mm) diameter viewport window; One (1) temperature controller that shall maintain a stable sample stage temperature range of 4.2 to 400 K; One (1) electro-less nickel-plated aluminum vacuum chamber with a diameter of 279 mm (eleven (11) in.), a removable top lid with a clear fused quartz viewport that is 54 mm in diameter, six (6) probe ports that surround the thermal radiation shield; One (1) pump port with a vacuum line fitting of size NW-40, One (1) gas purge port, One (1) safety pop-off port with an NW-25 vacuum line fitting that is specified for 0.5 pounds per square inch (psi), One (1) high vacuum port, minimum One (1) spare port with a vacuum line fitting size of NW-40, and minimum One (1) spare port with a vacuum line fitting size of NW-25; One (1) machined aluminum base plate with dimensions of 610 mm by 737 mm (24 in. by 29 in.); One (1) support stand constructed of heavy duty welded steel that shall be mounted on a pneumatic vibration isolation system; One (1) temperature sensor installed and wired to a 6-pin feed-through on one of the probe stage arms; One (1) grounded sample holder that shall accommodate samples up to a 32 millimeter (mm) diameter sample in a 25mm probing area; One (1) microscope with a 7:1 zoom and a four (4) micrometer ( m) resolution; Color Charge-Coupled Device (CCD) camera with either an S-video or a composite output format; One (1) swing arm for mounting the optics to allow for the ability to view any part of the sample or wafer, and also to provide the ability to be retracted and swung away to allow access to the top of the vacuum chamber for sample exchange; One (1) 17 in. high-resolution video monitor; One (1) coaxial fiber optic sample illumination system to includes an adjustable light source and power supply; One (1) high efficiency helium transfer line with a foot valve for precise flow regulation; One (1) instrument console; Basic tools and a spare parts kit for standard operation and maintenance; Temperature homogeneity of at least 0.5 percent (%) over a diameter 16mm or greater; maximum warm-up time of 1.5 hours. Accessories: Six (6) Micro-manipulated Stages with one (1) thermal radiation shield; One (1) stainless steel welded bellow; One (1) feedthrough port; One (1) probe arm; One (1) base; Six (6) 50 Ohm Stripline Probe Body Mounts; Four (4) Probes constructed of Paliney 7 alloy; capable of handling frequencies up to 1 Gigahertz (GHz) and tip radius size of ten (10) m; Four (4) Probes constructed of Beryllium copper; capable of handling frequencies up to 1 GHz and tip radius size of ten (10) m; Two (2) Microwave Probes with 50 m pitch and 2.4 mm coaxial connectors capable of handling frequencies in the range of 0 to 50 GHz; Four (4) Non-Magnetic Semirigid Microwave Coaxial Cables with Type K plug at probe end that is compatible with SubMiniature version A (SMA) connectors and Type K socket at feed through end that is compatible SMA connectors; Two (2) Semirigid Microwave Coaxial Probe Cables with 2.4 mm plug at probe end and a 2.4 mm socket feed-through end and capable of handling frequencies in the range of 0 to 50 GHz; Triaxial Sample Holder capable of supporting samples having diameters of up to 51 mm and withstanding temperatures up to 400 K; Triaxial Feedthrough and Coaxial Cable pre-installed and wired in probe station system; Fiber Optic Probe Arm Modification allowing transmission and reception of light and IR radiation with wavelengths with a range of 350 nanometers (nm) to 2400 nm and terminated with a NTT-FC hermetically-sealed, feed-through receptacle; Microscopic Upgrade providing the probe station with 16:1 Zoom and 8 m resolution; Turbo Pump System using standard single phase, 120 Volt Alternating Current (VAC) power; Pump-line Vibration Isolator with vacuum line fittings of size NW 40; one (1), one-meter (m) stainless steel bellow; and two (2) clamps and two (2) rings placed between pump cart and system. Automatic Dewar Pressure Controller regulating Dewar (gas) liquid flow; Nitrogen Dewar allowing liquid nitrogen use with liquid helium transfer line and at least one (1) stainless steel fitting, at least one (1) gauge, and at least one (1) adaptor; Pneumatic Vibration Isolation System with at least four (4) gimbal piston isolators, at least three (3) actuators, and at least four (4) supports; Oil-less Compressor using standard single phase 120V power and functioning for pneumatic vibration isolation system. Probe Arm and Base. Delivery to Aberdeen Proving Ground (APG) not later than (NLT) sixteen (16) after receipt of order (ARO). (vii) Delivery is required not later than (NLT) sixteen (16) weeks after the receipt of order (ARO). Delivery shall be made to U.S. Army Research Laboratory (ARL), Shipping and Receiving, Aberdeen Proving Ground (APG), MD 21005. Acceptance shall be performed at U.S. Army Research Laboratory (ARL), Aberdeen Proving Ground (APG), MD 21005. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: none (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include one (1) record of sales from the previous thirty-six (36) months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, including options, (if any). Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer.
