THIS CHANGES THE POSTING DATE OF THIS RFP TO ON OR WITHIN A WEEK OF 30 SEPTEMBER 2011. THE CLOSING IS CHANGED TO 10-31-11. ALSO THE OPTION HAS HEREBY CHANGED FROM 100% TO 25%. THIS IS FOR INFORMATIONAL PURPOSES ONLY. THIS RFP - SPM7M411R0038 IS A RE-POSTING OF 40553407 WHICH WAS ORIGINALLY SOLICITED UNDER SPM7M411R0021. THE RESOLICITATION IS DUE TO A CHANGE IN THE ITEM DESCRIPTION. THIS INFORMATION IS ALSO SYNOPSIZED UNDER SPM7M411R0021 AT THIS TIME. THE FOLLOWING INFORMATION APPLIES: UNRESTRICTED ACQUISITION NSN(s) 4720-01-286-1982 Quantity 522 UNIT OF ISSUE: EA 25% OPTION INCLUDED ITEM DESCRIPTION FOR PR: 0040553407 HOSE ASSEMBLY, NONMETALLIC. RUBBER, SUCTION AND DISCHARGE. THIS SHELF LIFE ITEM IS NON-EXTENDABLE, CODE W, WITH A TOTAL SHELF LIFE OF ONE HUNDRED TWENTY MONTHS. MATERIAL FURNISHED UNDER THIS CONTRACT/ ORDER SHALL HAVE AT LEAST 85% (102 MONTHS) OF THE SHELF LIFE REMAINING AT TIME OF DELIVERY. Shelf life markings required per 5.2.1 of MIL-STD-129: Shelf-life markings shall be shown as part of the item identification data on unit packs, intermediate containers, exterior containers, and unpacked items. Shelf-life markings shall include the manufactured, cured, assembled or packed date (apply one date), and the expiration or inspect/test date, as appropriate. The subject requirement is for acquisition of 1 NSN. The intent is that the solicitation will result in an award of a contract for 522 each with an option for 25% more which may or not be exercised at contract award. The solicitation will be available in FedBizOpps on or within a week of 30 September 2011 at ht tps://www.dibbs.bsm.dla.mil/RFP/. The scope of this contract includes the acquisition of a 1/G item; This AMSC code implies the item is competitive and the data is technically suitable and legally clear. The delivery for this acquisition will be on an FOB Destination basis. Inspection/acceptance will be at destination. While price may be a significant factor in the evaluation of offers, the final award decision will be based on a combination of price, delivery, past performance, and other evaluation factors as described in the solicitation. This solicitation will be issued on an Unrestricted basis. Interested parties may obtain copies of Military and Federal Specifications and Standards, Qualified Product Lists, Military Handbooks, and other standardization documents from the DoD Single Stock Point (DODSSP), in Philadelphia, PA. Most documents are available in Adobe PDF format from the ASSIST database via the Internet at http://assist.daps.mil. Users may search for documents using the ASSIST-Quick Search and, in most cases, download the documents directly via the Internet using standard browser software. Documents not available for downloading from ASSIST can be ordered from the DODSSP using the ASSIST Shopping Wizard, after establishing a DODSSP Customer Account by following the registration procedures or by phoning the DoDSSP Special Assistance Desk at (215) 697-2179 (DSN: 442-2179). Patterns, Drawings, Deviations Lists, Purchase Descriptions, etc., are not stocked at the DODSSP. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. To ensure DLA continues delivering products and services at the most economical cost, DLA Land and Maritime has initiated a Material Cost Reduction Initiative. To support this initiative, please be advised, the Government is seeking to reduce material pricing by as much as 10% per NSN on this solicitation. Please consider the Government's objective when supplying your company's offer. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307.
