- Justification and Approval for other than full and open competition - redacted ESC/HNAK awarded a modification to Contract FA8726-09-C-0010 held by Northrop Grumman Information Systems to extend the operation and logistics support of two Battlefield Airborne Communications Node (BACN) equipped Bombardier BD-700 Global Express aircraft (re-designated USAF E-11A) in support of Overseas Contingency Operations. The Battlefield Airborne Communications Node (BACN) payload was developed by Northrop Grumman as part of the Interim Gateways program. This modification will extend the current operation and logistics support effort for these systems for five additional months. The effort includes operation of the payload from ground control sites, maintenance of the payload, and maintenance of the aircraft. It also includes provision of all repair parts and ancillary equipment. The operation and support of the systems takes place on two (2) US military installations in the Central Command Area of Responsibility. The sites are in conflict regions with low supporting infrastructure. Justification and Approval for other than full and open competition is attached.
