Description
The U.S. Army Contracting Command - Aberdeen Proving Ground, Research Triangle Park Division, on behalf of the Office of the Deputy Assistant of the Army for Research and Technology, is issuing a Broad Agency Announcement (BAA), W911NF-11-R-0017, for the Army Rapid Innovation Fund (RIF). The RIF was established by Section 1073 of the National Defense Authorization Act (NDAA) for Fiscal Year 2011, Pub. L. 111-383, and the 2011 Defense Appropriation Act. The NDAA for FY11 and the Defense Appropriation Act provides DoD with the authority to fund programs that facilitate the rapid insertion of innovative technologies into military systems or programs that meet critical national security needs. This BAA is primarily for the transition of technologies developed by small businesses, including those resulting from the Small Business Innovation Research (SBIR) program and DoD reimbursed Independent Research and Development (IR&D). IR&D does not include R&D performed under a grant or contract from the Government. IR&D is defined in Federal Acquisition Regulation (FAR) 31.205-18(a). The goals of the RIF reflect DoD's emphasis on rapid, responsive acquisition and the engagement of small, innovative businesses in solving defense needs. The BAA includes a list of Army requirements covered by the BAA to include: Force Protection - Soldier and Small Unit; Force Protection - Occupant Centric Platform; Overburdened - Physical Burden; Surprise/Tactical Intelligence - Mission Command; Human -- Medical Assessment and Treatment; Force Protection - Basing; Human - Individual Training to Tactical Tasks; Surprise/Tactical Intelligence - Actionable Intelligence; Sustainability/Logistics - Basing; and Sustainability/Logistics - Transport, Distribute & Dispose. The Army anticipates that solutions to Army requirements can additionally, or simultaneously, address Joint Urgent Operational Need (JUON) challenge areas or other national security needs. A list of targeted JUONs challenge areas provided by the Office of Secretary of Defense Joint Rapid Reaction Cell is also included in the BAA. The type of funding instrument selected by the Government will be either a contract or an other transaction for prototype projects. If a contract is selected as the funding instrument, a firm fixed price contract, or a cost type contract in accordance with FAR Part 16, Contract Types will be used. Other transactional authority will be in accordance with 10 U.S.C 2371 (Section 845), and an other transaction agreement may only be awarded if the use of a standard contract is not feasible or appropriate. The cost or price of awards will not normally exceed $3 million. The period of performance of awards shall not exceed 24 months. The RIF BAA is open for 45 calendar days for offerors to submit white papers. The final due date for white papers to be considered under this BAA is no later than 3:00 p.m. ET on November, 14, 2011. Any offeror whose white paper technology is assessed as 'not of particular value' to the Army is ineligible to submit a full proposal under this BAA. The anticipated due date for full proposals is 30 calendar days after the invitation to submit a proposal is issued. It is anticipated that final selections will be made within four weeks after full proposal submission. As soon as the final full proposal evaluation process is completed, organizations selected for funding will be notified via email. White papers and proposals will be evaluated on the Contribution to the Requirement; Technical Approach/Qualifications; Schedule and Cost.
