Description
This is a sole-source synopsis that provides tentative notification of theSpace and Naval Warfare System Center Atlantics intent to extend contract N65236-07-D-5880, integration, production, training and Life Cycle Sustainment support on communications systems for tactical vehicular, shipboard and aircraft platforms for a period of twelve months. The period of performance for this extension will be from 17 November 2011 to 16 November 2012. Failure to extend the Period of Performance for contract N65236-07-D-5880 prior to awarding the new contract would result in a critical disruption of the test and evaluation of new Joint Warfighter Communications Systems for ground to air communications and use of aircraft for other purposes, such as a reconnaissance platform. The extension will be performed by the incumbent contractor, Sierra Nevada Corporation, 444 Salomon Circle Sparks, NV 89434. The extension will provide will provide the Joint Warfighter with improved communications with airborne units, deployed units and additional intelligence information needed to counter threats to Joint Warfighters. This twelve-month extension of services is accomplished pursuant to 10 U.S.C. 2304(c) (1), "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, " as implemented by FAR 6.302-1. This Notice of Intent is not a request for competitive proposals. Any response to this notice must show clear and convincing evidence that competition of the work required during the extension period would be advantageous to the Government. A determination by the Government not to compete this contract extension period based on this notice is solely within the discretion of the Government.
