- Amendment 1: This RFQ is cancelled in its entirety, as of September 30, 2011. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number RFQ-KS-11-00022 is applicable and is issued as a request for quotation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. The requirement is a "small business set-aside" with a NAICS code of 561110 (Office Administrative Services), which has a size standard in millions of dollars $7.0. The description of the commercial service is for transition support services and reads as follows: CLIN 0001, Base Year: Project Management Asset and Relocation Support Services for the US EPA, Region 10, Seattle, Washington and the Idaho Operations Office. Service Period: November 1, 2011 through October 31, 2012. CLIN 0002: Base Year: Travel, Not-to-Exceed, Subject to pre-approval by Project Officer. Acutal Expenses only. Expenses subject to limitation by Federal Travel Regulations. Service Period: November 1, 2011 through October 31, 2012. CLIN 0003: Option Year 1: Project Management Asset and Relocation Support Services for the US EPA, Region 10, Seattle, Washington and the Idaho Operations Office. Service Period: November 1, 2012 through October 31, 2013. CLIN 0004: Option Year 1: Travel, Not-to-Exceed, Subject to pre-approval by Project Officer. Acutal Expenses only. Expenses subject to limitation by Federal Travel Regulations. Service Period: November 1, 2012 through October 31, 2013. CLIN 0005: Option Year 2: Project Management Asset and Relocation Support Services for the US EPA, Region 10, Seattle, Washington and the Idaho Operations Office. Service Period: November 1, 2013 through October 31, 2014. CLIN 0006: Option Year 2: Travel, Not-to-Exceed, Subject to pre-approval by Project Officer. Acutal Expenses only. Expenses subject to limitation by Federal Travel Regulations. Service Period: November 1, 2013 through October 31, 2014. The projected option year one period of performance is November 1, 2012 through October 31, 2013. The projected option year two period of performance is November 1, 2013 through October 31, 2014. The selection resulting from this request for quotation will be made on the basis of the lowest priced, technically acceptable quote from responsible quote who meets the minimum contractor qualifications listed in the Statement of Work and the Instructions to Offeror's and Required Qualifications. The price quotes will be evaluated by the Base Year and Two Option Years. Once the Contracting Officer has decided to whom an order will be issued, a unilateral order will be issued using an Optional Form 347. A purchase order will be in existence once the Contracting Officer has signed the order. Wherever the words offer, proposal, offerors, or similar terms are used in this solicitation or in any applicable provision, they shall be read to mean quote, quotation, quoter, vendor or similar corresponding term to reflect that this solicitation is a Request for Quotation not a Request for Proposal or an Invitation for Bid. Provision 52.212-1, Instructions to Offerors-Commercial It ems, applies to this acquisition. The Contracting Officer will evaluate quotes on the basis of information furnished by the quoter that demonstrates that they meet the Minimum Contractor qualifications. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Telephonic inquiries will not be accepted. Quotes must be emailed, mailed or faxed and are due on October 7, 2011 at 4:30 p.m. Central Daylight Time (CDT) along with the completed representations and certifications, providing the business size, email address, Dunn and Bradstreet number, CAGE code, and Federal Tax ID number. In addition, quoters must be registered in the Central Contractor Registration database at www.ccr.gov to be considered for selection. All questions must be submitted via email. NO questions will be answered by telephone inquiry.
