- Justification for using Labor Hours Contract Type: SSA's data center migration effort will be on a size and complexity scale rarely, if ever, seen before. The convergence of modern IT infrastructure and service management (such as virtualization, configuration management, equipment identification and selection, and energy efficiency and other green initiatives) create additional unique challenges that must be planned for, tested, and implemented prior to actually moving into the new building. Building occupation is scheduled for the third quarter of FY15, so the IT planning portion is in early stages. Much of the planning will be iterative and will build upon itself as decisions and strategies are adopted. As a result of the fluidity of requirements effective fixed price deliverables cannot be determined or scheduled, therefore, the task order is issued as labor hours. SSA personnel will provide extensive management and technical oversight for the contractor technical skills that the program requires.
