Description
Justification for Other Than Full and Open Competition The Federal Bureau of Investigations (FBI's) Criminal Justice Information Services (CJIS) Division has an immediate need for Liebert brand name equipment replacement of Uninterruptible Power Supply (UPS) modules and systems controls for (4) UPS systems supporting critical loads at the FBI CJISD facility located in Clarksburg, WV. These systems are comprised primarily of (4) 750kVA modules each for a system total of (16) 750kVA UPS modules. This Liebert brand name requirement shall be a contract to remove, and replace existing UPS systems 1, 2, 3, and 4, including all necessary ancillary components and secondary support systems. This replacement effort includes all engineering, design, testing, demolitions/removals, material, equipment, apparatus, project oversight, and labor for the complete physical installation of (4) UPS systems without interruption to critical power busses serving critical loads at the CJIS Division site. As part of the primary effort, (9) sets of General Electric (GE) 1200A Power vacuum breakers with GE MultiLin Relays and Programmable Logic Controls (PLC), identical to those currently in service on the CJIS Division site, shall be provided and installed. The original equipment manufacturers (OEM's) engineering group and the OEM factory trained service team shall be required to devise and ensure technical feasibility and soundness of the proposed project installation plans. OEM engineering oversight of all facets of the project shall be required. The existing UPS modules to be replaced are Liebert Series 600 (750kVA) part number UDA63750A27H125 manufactured in 1993. These modules shall be replaced with current generation Liebert NXL system modules, also 750kVA, part number 40MM750AOAlAENG. All system components provided will be the newest technology available from the OEM. All systems are deemed proprietary to the original OEM. This effort shall be a 100% turn-key engineered project executed by the OEM Engineering groups. The CJIS Division Data Center houses and array of critically important data that shall be accessible (24) hours a day (7) days a week to ensure public safety, law enforcement officer safety, and national security. A critical objective of this procurement is that the critical loads at the CJIS Division site shall not suffer an interruption to power or services at any time, for any reason, during this project. Turn-key engineering, design, testing, demolitions/removals, material, equipment, apparatus, project oversight, systems training, and labor to accomplish all efforts described shall be provided. "Hot work" or work within a close proximity of energized, live, electrical components shall be required. A (1) year warranty for new equipment and maintenance for existing associated equipment shall be provided. Capacities, redundancy, availability, and reliability matching the current existing system is required for the entire critical power system during and after the replacement effort. It shall be the sole responsibility of the contractor and OEM engineering group to ensure 100% electrical power uptime of the critical busses and systems serving critical systems at the CJIS Division site. A shut down of critical power shall not be permitted during any portion of the project for any reason due to the availability requirement for systems supporting and helping to ensure public safety, law enforcement officer safety, and national security. The FBI shall not entertain a complete redesign of the system. All contractor personnel shall be required to undergo security clearances for this contract. Evaluation will be on Technical, Past Performance, Cost and Schedule, in that decending order of importance.
