Description
THIS PRE SOLICITATION NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES. NO PROPOSALS ARE REQUESTED AT THIS TIME. Background This acquisition is a commercial medical commodities and supply purchase. It is planned as an Indefinite Delivery/Indefinite Quantity (IDIQ) MATOC. The contract opportunity will be a Small Business Set-aside competition. The anticipated period of performance will consist of a two (2) year base period with three (3), one-year option performance periods. The programmatic value is $475M which is comprised of one small business contract pool. This program will support efforts worldwide (CONUS and OCONUS). The projected task order maximum is $75 million. The larger percentage of the contract and task order values will be for commodities purchases while incidental services will also be acquired. Under this contract, the IO contractor shall provide: 1) initial outfitting transition (IO-T) services associated with a military construction project and/or 2) provide all initial outfitting commodities (IO-C) to outfit new or newly renovated medical facilities such as hospitals, clinics, medical administration buildings, ambulatory health facilities, medical warehouses, medical laboratories, biological engineering laboratories, dental clinics, veterinary clinics, wellness centers, and any other buildings connected to/associated with health facilities. This acquisition is to provide USACE-SWL with a pool of contractors that will provide total troop-ready project support for planning, outfitting, and transitioning the staff and patients associated with the FY12 - 16 healthcare construction projects. Initial outfitting commodities will also be provided for facilities that are requiring renovation and equipment modernization. Services include Military Health System compatible comprehensive project management; comprehensive interior design development; necessary equipment identification; transition and relocation planning & services; receipt storage and warehousing of new and existing equipment; installation, technical inspection, maintenance and training for equipment and/or systems; and the final turnover, close-out and post-occupancy evaluations for identified construction projects. These ancillary tasks lead to the purchasing of medical, research, non-medical equipment and/or furnishings, information management, physical security, and specialty telecom systems. These purchases comprise the bulk of the cost of the requirement. Additionally, the effort may include procuring Information Management/Information Technology (IM/IT) equipment and systems. The objective is to have a contractor provide turnkey services and commodities for the following: interior design, medical equipment, furniture, case goods, communication equipment, information technology hardware and software, and furnishings for military treatment facilities world-wide. This requirement includes cradle-to-grave project management services, design services, procurement of furniture and medical/clinical case goods, warehousing capabilities, delivery, installation, inventory, warranty services, commissioning and training on all new equipment/furniture. Acquisition Strategy The Little Rock District will issue a solicitation on or about November 7, 2011. A proposal conference will be held on or about November 17, 2011 in Little Rock AR.
