- brand name J&A for Oracle SOW (A) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (B) The solicitation number is H98210-11-T-0055 and issued as a request for quote (RFQ). (C) This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-53 effective August 4, 2011, and DCN 20110920. (D) This requirement is being advertised as a small business set aside. The applicable NAICS codes are 511210, 423430, and/or 443120. (E) CLIN 0001: Oracle Business Intelligence Suite Enterprise Edition Plus (Processor) - Product No. 15913690 (Quantity 3) CLIN 0002: Oracle Business Intelligence Suite Enterprise Edition Plus (Named User Plus) - Product No. 15913690 (Quantity 20) CLIN 0003: Oracle Business Intelligence Management Pack (Processor) - Product No. 15913690 (Quantity 3) CLIN 0004: Oracle Business Intelligence Management Pack (Named User Plus) - Product No. 15913690 (Quantity 20) (F) SCOPE: The Contractor shall provide the Defense Human Resources Activity (DHRA) component Civilian Personnel Management System (CPMS) with the items detailed above. (G) The period of performance of the items above is September 30, 2011 through September 29, 2012. (H) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. See paragraph (N) below for additional instructions. (I) The provision at 52.212-2, Evaluation-Commercial Items, is not applicable to this acquisition. Award will be made to the Offeror whose quote represents the lowest price technically acceptable. (J) The provision at 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition. Offerors are not required to submit a copy of 52.212-3 (K) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (L) The clause at 52.212-5 DEV, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (M) Additionally, the following provisions/clauses apply to this acquisition: FAR 52.222-3, 52.222-21, 52.222-22, 52.222-25, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33, 52.232-36, and DFARS 252.204-7004. (N) Offerors shall submit their by 3:30 PM EST (Eastern Standard Time) September 30, 2011. Only proposals received within the response timeframe will be considered by the Government.
