- The Regional Contracting Office Hawaii at Marine Corps Base Hawaii (MCBH) intends to exercise M00318-10-A-0005-0003 contract clause FAR 52.217-8 Option to Extend Services with the current Blanket Purchase Agreement (BPA) Task Order holder, Booz Allen Hamilton, Inc., 8283 Greensboro Dr., Mclean, Virginia, 22102-4904. The task order currently supports the environmental impact readiness in the Marine Forces Pacific (MARFORPAC) Area of Responsibility including the management and coordination of emerging Guam and Commonwealth of the Northern Mariana Islands (CNMI) National Environmental Policy Act efforts. In addition, the efforts involve quality control and coordination to ensure United States Marine Corps and Department of Defense (DoD) interests are represented and fulfilled in the following: Environmental Impact Statement execution, completion of regulatory requirements (including Endangered Species, Coastal Zone Management Act, Marine Mammal Protection Act, National Historic Preservation Act, and inter-agency and inter-DoD coordination). The Government will negotiate directly with Booz Allen Hamilton, Inc. on a sole source basis under FAR 8.405-6(a)(1)(i)(B), only one responsible source and no other supplies or services will satisfy agency requirements. This option exercise will be at the current rates specified in the current task order, as allowed by FAR 52.217-8, and will extend the period of performance from 30 September 2011 to 30 March 2012. This option exercise will further allow for a follow-on competitive procurement to be accomplished and to allow for a transition of services to a potential new contractor of a fully modified requirement. Booz Allen Hamilton, Inc. is the only responsible offeror for exercise of this option, as the Government would incur unacceptable delays and costs in fulfilling the agency's requirements if this option was not exercised before the current contract expiration date. This notice to extend contract services is not a request for competitive proposals. The extended period of performance of the contract is six (6) months. This extension of services was limited to the least amount of time necessary to obtain full and open competition as soon as possible. A determination not to compete this proposed contract extension is solely within the discretion of the Government.
