- Justification of Sole Source The Defense Information Technology Contracting Organization (DITCO), Software Section, (DITCO/PL8321), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a sole source contract to General Dynamics C4 Systems, 8201 East McDowell Rd, Scottsdale, AZ 85257. This acquisition is for CoMotion Software maintenance support contract for the USTRANSCOM at Scott AFB, IL. General Dynamics has proprietary rights to the software code for the CoMotipon products associated with this requirement and is the only known source that can provide this license and maintenance support. No other vendor or distributor can legally obtain access to the software and no other vendor can make duplicate copies since it is protected by copyright and patent laws. The Period of Performance is one base year. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who have manufacture authorization and can provide the above listed software license and maintenance must request a copy of the RFQ not later than 30 Sep 2011, by 11:00AM CDT via the following address: betty.burris@disa.mil. Oral requests are not acceptable. The resultant contract will be firm fixed price. The NAICS code is 541519 for this procurement.
