Description
THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY The purpose of this Task Order award is to obligate $1,321,633.00 for ?Recovery Act Stewardship Plan Policy Verification Support.? The period of performance for this work is September 29, 2011 to September 30, 2012 and will be performed at U.S. EPA locations throughout the United States. To meet the of the Office of Chief Financial Officer (OCFO), the Agency intends to issue a task order under GSA Schedule contract GS-10F-0061N, with Industrial Economics, Incorporated for policy verification of the Recovery Act Stewardship Plan through the review of Recovery Act recipients and capacity building of EPA staff to ensure that EPA can be ?self-sufficient? when conducting policy verification upon completion of the contract. The EPA will require contractor support to: (1) conduct reviews of Recovery Act recipients in conjunction with the EPA Project Officer to gather data on accountability with the Recovery Act Stewardship Plan, (2) assess the risk of the variations in the Performance Evaluation Reports structure as designated by the Recovery Act Stewardship Plan, (3) conduct a comparative analysis of Site Visits and Performance Evaluation Reports to assess the accuracy of reports, and (4) utilize the data gathered from reviews and analysis to build the policy verification capacity of EPA staff. Specifically, upon completion of this project the contract should have built the capacity of EPA staff to be ?self-sufficient? in the policy verification process in the future. The contractor will need extensive knowledge of grants, contracts, interagency agreements, the Clean Diesel Program, Drinking Water State Revolving Fund Program, Clean Water State Revolving Fund Program, Brownfields, Superfund, a nd Leaky Underground Storage Tank programs as well as GAO, IG, and OMB rules and regulations. The task order is anticipated to be effective from September 29, 2011 through completion of the project which is anticipated to be September 30, 2012. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using appropriated funds from the Act, this includes posting notices of proposed MAS orders that are for "informational purposes only" when exceeding $25,000 in accordance with FAR 8.404(g)(1)(i) and FAR 5.704(a)(2) and (b).
