Description
09/28/2011 - Final Posting 1. AutoBid Question - AutoBid only accepts one price, but the request in the solicitation is two separate FOB destination points and two different delivery charges, what price should we enter in AutoBid? GSA Response - All Offerors - Enter your price for F.O.B Destination - Baltimore in AutoBid and provide your price for F.O.B, Destination Antwerp via your hardcopy proposal. If you only plan to offer pricing for one F.O.B. Destination point, either Baltimore or Antwerp, enter your price in AutoBid. 2. AutoBid Question - In the US the OEMs charge a set Destination Charge for all their vehicles regardless of delivery point, but this is not a charge included on these export vehicles. Should we put our freight costs to get the vehicles from the factory to the FOB Destination point (Antwerp and Baltimore), and if so, there is only one spot for this data with two different delivery locations. GSA Response - It is the offeror's decision on how each line item offered will be priced out. The proposed price entered into AutoBid for F.O.B. Destination Baltimore and the proposed priced provided in the hardcopy proposal should be inclusive of all destination charges. Note the destination charge field in AutoBid is a subset of the contract price and is only used for price analysis purposes. 3. AutoBid Question - The engine in 96S does not specify petrol or diesel, just the # of cylinder and displacement, please confirm what is needed as standard. GSA Response - The fuel source for 96S is gasoline. 4. AutoBid Question - Under the "Bid Details" tab, Invoice Pricing MSRP pricing and Destination Charges are requested. These are not normally provided on export vehicles, so can they be left bank? GSA Response - MSRP/Invoice may be the same as the offered price if it is not standard practice for the offeror to have these figures. 5. AutoBid Question - Also under the "Bid Details" tab, what is needed for the "Assembly Point/Inspection Point", the plant where the vehicles are being produced, or a common inspection point in the region where the vehicles are being produced? GSA Response - See FBO, Solicitation QMAA-FK-110007-N, Special Notice dated 09/26/2011, Note #2, (The DUNS number inserted into the GSA AutoBid System should be the DUNS number for the Offeror's production location. If you have more than one DUNS number provide both DUNS numbers via the hardcopy proposal and in accordance with the solicitation instructions for the AutoBid System. Direct questions regarding loading your DUNS number into the GSA AutoBid System to Automotiveedi.Partnerships@gsa.gov ) Update - Assembly point/inspection point DUNS should be the same as the offeror if they are not the OEM. 6. AutoBid Question - Also under the "Bid Detail" tab, what is the 1122 program and should we answer yes or no? GSA Response - 1122 program is not applicable to RHD as this is for State/Locals under certain law enforcement applications. Please select "No" for this feature. 7. AutoBid Question - For the 4X4 pick-up truck, during the AutoBid conference call last week it was mentioned that the 6 passengers standard would be changed to 5 passenger standard seating and 6 [passenger optional. AutoBid still shows 6 passengers standard. GSA Response - No change in the specifications regarding the 4x4 Truck has been made so the standard seating capacity remains 6 passengers in GSA AutoBid. If an offeror would like to make an exception to this solicitation requirement, follow the solicitation instructions regarding "exceptions." 8. AutoBid Question - "Other Features" Tab should be blank, please confirm. GSA Response - Please leave this tab blank as it is for certain data elements applicable to domestic-use vehicles and is NA for this requirement. 9. AutoBid Question - AutoBid - What is the DD250? AutoBid - What is the Data Plate? GSA Response - Data Plates and DD250s are required when option "MIL" (Military) is requested. These data fields are not applicable to this requirement. 10. AutoBid Question - Does the vehicle information need to be entered into AutoBid and AutoStandards separately or will the AutoBid system push information into the AutoStandards system? GSA Response - Information provided in AutoBid, upon award, will be merged with data provided in AutoStandards, to display for the customer in AutoChoice. This concludes discussions regarding the GSA AutoBid System.
