- The VISN 2 Network Contracting Activity intends to negotiate a sole source contract with R L Kistler Service Corporation, 300 Mile Crossing Blvd., Rochester, NY 14624 who is the regional authorized service representative for Emerson Network Power/Liebert Uninterupted Power Service (UPS) equipment. The requirement is for preventative maintenance, inspection and testing of the proprietary equipment located at the Batavia VA Medical Centers. The resulting contract will be firm fixed price. Negotiation is being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1(b)(1). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 10:00 p.m. EST on October 6, 2011. Such capabilities and qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to the email address shown below with solicitation number referenced in the subject line. The Government will not be responsible for any cost incurred in proposal preparation. All responsible sources may submit a proposal, which will be considered by the agency. The VISN 2 Network Contracting Activity intends to award a sole source contract (5) business days after publication of this notice.
