Description
The Department of Veterans Affairs, Iowa City VA Medical Center, Iowa City, IA intends to negotiate a sole source procurement under the authority of FAR 6.302.1, with The University of Iowa (affiliate), College of Public Health, Department of Epidemiology, 4D JESSUP HALL BUSINESS OFFICE, IOWA CITY,IA 52242-1316. Interested parties may identify their experience in providing these exact products or services to the Contracting Officer via e-mail at matthew.hartman@va.gov or fax 319-887-4957. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA-263-11-RQ-0912 and issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-53, effective August 4, 2011. The associated NAICS code is 541712 and small business size standard is 500 Emp. The acquisition is not set-aside and is being negotiated as a sole source procurement. Statement of Work: The University of Iowa, College of Public Health, Department of Epidemiology will provide expert assistance in conducting had hygiene observation research and statistical analyses for the epidemiologic study "Improving Practice: Automated Compliance Monitoring in Infection Control". This department can provide the expedited services needed to conform to this project. Justification: The College of Public Health, Department of Epidemiology has expertise in conducting epidemiologic and infection control projects to investigate hand hygiene, and analyzing epidemiological study data and conduct systematic literature reviews. The department can provide assistance in the areas of data analysis and interpretation, observation, methodologies, and implementation. The collaboration and existing relationship with the University of Iowa, College of Public Health, Department of Epidemiology has allowed us to become familiar with the departmental expertise in the field of infection control and health services research. Members of this department have previously led these types of efforts, and are therefore, acutely familiar with the work and analyses in this area and supportive of continuing this work in the VA setting. The existing collaboration with this department's experts was imperative in securing the funding for the current VA project, and the ongoing relationship will help us to carry out further projects, which will enable us to expand this field of research throughout the VA. 52.252-1 -- Solicitation Provisions Incorporated by Reference.
