Description
The Naval Sea Systems Command (NAVSEA) intends to issue a modification on a sole source basis under existing NAVSEA contract N00024-09-C-6306 with Sierra Nevada Corporation (SNC), 444 Salomon Circle, Sparks, NV to procure additional 200 Dismounted Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (CREW) 3.1 Systems, initial spares and consumables, depot spares, and engineering support services hours. The additional quantities are needed to support current urgent Department of Defense requirements. The Government contracted as a result of limited competition for Dismounted CREW Spiral 3.1 Systems. Three competitive awards were made in DEC 07 for an estimated 2,500 combined to SNC. SNC is the Original Equipment Manufacturer (OEM) for the dismounted CREW systems (Thor III) that are currently being used by U.S. forces around the world. The Commander, Marine Corps Central Command (MARCENT), has an urgent need for additional 200 systems to augment the dismounted systems currently in theater. Because of the urgent need of this requirement, soliciting from other offerors will lead to unacceptable delay in fulfilling this requirement. Thus, pursuant to 10 U.S.C. 2304 (d) (1) (B) and Subpart 6.302-1, only SNC can satisfy the Government ™s requirement and no other substitute will be acceptable. To meet potential additional future requirements, NAVSEA is currently working with PMS-408 for a full and open IDIQ type contract for dismounted CREW systems. The Government anticipates providing more information on this potential requirement by Third Quarter Government Fiscal Year (GFY) 12. Please check FedBizOps for additional information. NAVSEA anticipates releasing a Request for Proposal (RFP) in the First Quarter Government Fiscal Year (GFY) 12 and awarding the modification to this contractor in the second Quarter GFY 12. It is anticipated that firm fixed price, cost plus fixed fee, and cost only, CLINs will result from this award. The delivery period will begin six months after issuance of modification.
