- The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within ten days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The government has a requirement for 9 months of web-based social media monitoring including one Topic Profile returning up to one million posts and five (5) users (seats). Period of performance is to begin on 1 Jan 2012 to 30 Sept 3012. Radian 6 Technologies, Inc., is considered the only source who can provide this service. Radian6 is used to collect social media messages using keywords provided by subscribers and compile metrics based upon their findings, thereby yielding optimized access to messages of interest, well also providing quantitative and qualitative data on the level of public interest in Navy issues, incidents, and activities. The nature of the social media is such that public reaction is almost instantaneous following any event, thus necessitating direct and timely management feedback. Radian 6 Technologies Inc. is the only known source that provides the required range of media coverage, and as well as the required speed of compilation and needed depth of analysis. Also, this is the continuation of a subscription service that provides proprietary information in specific electronic formats. Continuation of this service is necessary to avoid a time-consuming, lengthy, and expensive reformatting of data to provide for preservation and correlation of performance statistics and data, which would be necessary if any source other than Radian 6 Technologies, Inc. were selected as a follow-on to this service. The applicable North American Industry Classification Systems (NAICS) Code is 541511.
