- ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1(C)(ii) to Western Michigan University for the Statistical Evaluation of Monitoring Data From the Allegan County, MI, Bluff Dewatering Project 1903 W Michigan Ave, Kalamazoo, MI 49008. Western Michigan University, under a previous research and development (R&D) contract, collected informational data that is required perform this current R&D effort. This procurement is being conducted under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. Western Michigan University is the only known source capable of meeting the Government's requirements due to previously obtained data. Organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 9:00 am CST, Friday, 30 SEP 2011. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
