Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with the University of North Carolina at Greensboro, to conduct analyses of an existing animal and human electrophysiological data; prepare written reports of the measured QT/RR hysteresis index and Stability of Propagation Reserve for the purpose of furthering EPA?s understanding of the impact of Particulate Matter (PM) exposure on cardiac electrophysiology and advancing new methodologies for human health effects research. The Environmental Public Health Division (EPHD) of the National Health and Environmental Effects Research Laboratory (NHEERL) is engaged in high priority research to investigate the modes of action by which air pollution and its individual constituents affect human health. Epidemiological studies indicate that cardiovascular morbidity and mortality are positively associated with levels of PM, ozone and traffic exhaust. These studies implicate ambient par ticle pollution as a risk factor for cardiac and vascular diseases including cardiac arrhythmia. In susceptible individuals, epidemiological studies point to increases in supraventricular and ventricular arrhythmia in association with ambient air pollution. The University of North Carolina at Greensboro is currently engaged in research activities utilizing the QT/RR hysteresis index and Stability of Propagation Reserve (SoSPR). To accomplish the goals of this project, EPHD needs to obtain values of QT/RR hysteresis index and Stability of Propagation Reserve. The knowledge, expertise and software needed to calculate the QT/RR hysteresis index and SoPR are available only at the University of North Carolina at Greensboro. Therefore, EPA believes this is the only vendor capable of providing the data needed by this project. The circumstance permitting is FAR 6.302-1 ?Only one responsible source and no other supplies or services will satisfy agency requirements?. The antici pated period of performance is a 12 month base period. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
