Description
NSN 1670-01-547-0401, Solicitation SPM4A7-12-R-1069, PR IQC 10333009025. DLA Aviation reserves the right to award multiple Indefinite Quantity Contract(s) for Low-Cost, Low-Velocity, Parachutes. The procurement item description cites US Army Natick Soldier Center, CAGE 81337 Dwg 11-1-7606 Rev "B" and applicable support documents for P/N 11-1-7606-1. The FOB point is Destination with Inspection and Acceptance at Origin. Requirement is being issued as a 50% Small Business Set-Aside, with the other 50% solicited unrestricted. A small business subcontracting plan is required for Large Businesses submitting a proposal on the unrestricted portion of this requirement. Soliciting for Indefinite Quantity Contract(s) with a 12 month base year and two option years. Estimated Annual Demand for all three years is 34,200 each for both the 50% Small Business set-aside portion and the unrestricted portion of the requirement for a total estimated annual quantity of 68,400 for both portions. There is a guaranteed minimum contract quantity of 8,550 for each portion of the set-aside, 50% SBSA/50% unrestricted as well which applies to the base year ONLY. Government Witnessed First Article (FAT) and Production Lot Testing (PLT) are required as is Packing/Rigging Certification. The required delivery for FAT is 90 days, 60 days for Testing and Evaluation of the First Article, 30 days for Production Lot Testing/Evaluation and 167 days for the production quantities, for a total required delivery of 347 days. If First Article is waived, the total required delivery is 197 days. Surge quantity of 4,000 is required for option year 2 only. Item is coded fully competitive and a technical data package is available. Specifications, plans, or drawings relating to the procurement may be accessed on the "cFolders" link available on the DLA Internet Bid Board System (DIBBS) website. This is a Critical Application Item (CAI) and configuration controlled. This is NOT a Critical Safety Item. Item is coded Export Control. Automated Best Value System (ABVS) applies. A copy of this solicitation will be available via the DIBBS website https://www.dibbs.bsm.dla.mil/. Choose the "RFP" you wish to download. RFPs are in portable document format (PDF).
