- Soybean Meal Specifications This is a combined synopsis/solicitation for commercial item, Soybean Meal. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) located at 10300 Baltimore Avenue, Beltsville, Maryland has a requirement for Soybean Meal, prepared in accordance with the format in FAR Subpart 12.6, and as supplemented with additional information included in this notice. This solicitation is issued under RFQ SDT528351. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for USDA/Agricultural Research Services in Beltsville, Maryland. The Period of Performance will be for one year from date of award. The contractor shall provide 200 tons of soybean meal according to the following specifications: Requirements •High Protein Soybean Meal is to be delivered to USDA/ARS/BARC, 10300 Baltimore Ave, Beltsville, MD 20705, •Minimum protein content to be 47.0% (the % protein is with moisture) •Deliveries to be in bulk 22 ton to 24 ton quantities by bottom unloading or dump trailers •Deliveries expected every 45 days throughout the year •Deliveries to be arranged by calling Rodney Stambaugh at 301-343-0797 or Keith Hummel at 301-504-9243. •200 tons (total amount is estimated only and may change based on research needs.) Claim may be filed if protein content falls below 46.5%. Price shall be finalized at time of award The associated North American Industrial Classification System (NAICS) code for this procurement is 424910. This requirement is a 100% small business set aside. The offerors shall provide the following information: Technical solution, price, Company Name, Telephone Number, and Contact Person's email address, Taxpayers' ID Number and Duns Number. The Government will award a firm fixed price order resulting from this publication to the responsible vendor, whose quote conforms to the publication and is considered the best value. All interested parties must be registered in CCR. The closing date for this RFQ is 2:00 p. m., EST, October 24, 2011. Submit quote to Shelia.Tucker@ars.usda.gov. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-20. In accordance with 12.603(c)(2)(xii), the following FAR clauses are incorporated in this notice and any resultant contract through clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Nov 2007): 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.225-1, 52.52.232.29, 52.232-30, 52.232-33, 52.222-41, and 52.222-43. The following provisions are hereby incorporated by reference: 52.204-3 Taxpayers Identification (Oct 1998); 52.212-1 Instructions to Offerors (Nov 2007); 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2007); 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Nov 2007); 52.212-3 Representation & Certifications (Nov 2007); 52.222-48 Exemption from Application of Service Contract Act Provisions (Nov 2007); and Clauses 52.212-3 and 52.222-48 must be filled out in their entirety, signed and returned with quotation.
