GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: The U.S. Department of State (DOS) is required to provide for the personal protection and safety of personnel under Chief of Mission (COM) authority and designated Chief of Mission facilities in Afghanistan. As such, the U.S. Embassy has a requirement to provide aviation transportation services in Afghanistan for Search and Rescue (SAR) and medical evacuations (ME), transporting Quick Reaction Forces (QRF) to respond to incidents, and where noted, provide air transportation (AT) for Chief of Mission personnel or other personnel required by the COM to conduct official business. DOS needs a capability to provide secure, safe QRF transport, Search and Rescue / MEDEVAC, route reconnaissance and convoy escort, and air transportation of personnel and equipment in support of Embassy programs. To accomplish the mission a fleet of aircraft including fixed wing aircraft, light lift helicopters and medium lift helicopters will be required. The aircraft will perform their missions during the hours of daylight and darkness (to include Night Vision Goggles) under both visual meteorological conditions and instrument meteorological conditions. Aircraft and crews must be available on a 24 hour basis to meet the needs of the U.S. Mission in Afghanistan PURPOSE: The purpose of this personal services contract (PSC) position is to provide an Aviation Operations, Training and Safety Advisor for the aviation transportation mission in Afghanistan. The incumbent serves as the Aviation Operations, Training and Safety Advisor in-country, responsible to Aviation Operations Director (AOD) for providing program implementation, direction, and execution oversight in support of aviation transportation services in Afghanistan for Search and Rescue (SAR) and medical evacuations (ME), transporting Quick Reaction Forces (QRF) to respond to incidents, and where noted, provide air transportation (AT) for Chief of Mission personnel or other personnel approved for aviation support by COM. The Aviation Operations, Training, and Safety Advisor evaluates operational, training and safety program effectiveness of in-country Department of State activities, ensuring all aviation programs comply with INL/A and other USG regulatory guidance. The position also monitors and evaluates the aviation support services contractor's performance in operations, training, and safety by performing oversight duties at various contractor locations during at least half of the period of performance. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the AOD; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The incumbent may coordinate directly with the Office of Aviation and the Chief of Mission for purposes of this program. Completed work is reviewed for timeliness and effectiveness. This is a field position, and the incumbent will perform oversight duties at various contractor locations during at least half of the period of performance. 2. STATEMENT OF WORK The incumbent will perform oversight and evaluation of contractor operations, training and safety programs. This oversight includes, but is not limited to reviewing and recommending approval of waivers to published directives, authorizing use of Office of Aviation aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency. Submits periodic written evaluations of the contractor's activities, and provides comprehensive award term input to the Aviation Operations Director regarding contractor activities related to aviation support for inclusion in the monthly award term evaluation. Assist the AOD in directing and coordinating aircraft and personnel deployments within Afghanistan for the purpose of providing aviation support. Develop, coordinate, organize, and implement comprehensive operational systems and procedures for the Office of Aviation. These operational systems and procedures include, but are not limited to the Department of State Aircrew Training Program, Department of State Aviation Operations Directives, Department of State Guide to Aviation Training and Standardization, Department of State Aircrew Training Manuals, Office of Aviation Standard Operating Procedures for aviation operations in Afghanistan, and Deployment Operations procedures. Develop operational tactics and new training procedures (through the contractor and the Office of Aviation training/standardization staff) for the purpose of enhancing aviation operations. These tactics and procedures include, but are not limited to Night Vision Goggle tactics, and armed helicopter escort tactics/rules of engagement/aerial gunnery in support of the aviation transportation mission in Afghanistan. Provide direction and oversight for contractor. Implement DoS INL Office of Aviation flight regulations, aviation training and standardization, and aircrew training programs. Provide oversight of the aviation standardization program. Perform supervisory pilot duties in fixed or rotary wing aircraft Collect, review, and disseminate data on aviation tactics, techniques, and employment in support of the Office of Aviation. Provide direction and oversight for contractor aviation safety training and safety program management. Implement the DoS INL Office of Aviation, Aviation Safety Program. Provide oversight of flight scheduling for internal and international flights. 3. MINIMUM REQUIREMENTS Must be a U.S. citizen subject to State Department secret level security clearance Basic knowledge of Aviation Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. Designation of Military Aviator from any of the US Armed Forces. Qualified and tactical experience with Night Vision Goggles Basic knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. Possess a current US FAA Commercial Pilot Certificate Rotorcraft, Helicopter Instrument and/or Airplane, Single/Multi-Engine Land with Instrument rating. Basic knowledge of FAA Aviation Safety regulations and procedures. Basic knowledge of tactical employment of aircraft in a high threat environment, including the capabilities, limitations and techniques of employment of fixed and rotary wing aircraft used by the Office of Aviation. Experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of pilots and crewmembers. Experience with the deployment of aircraft to OCONUS locations is desirable. Broad knowledge of and experience in the formulation of plans and policies pertaining to operations and unit level flight-training activities. The incumbent should have knowledge of command communications, government intelligence procedures, and Department of State flight operations procedures. Highly specialized skill in the operation of aircraft as a pilot. Knowledge of and skill in operation of desktop computer based word processing systems. Qualification/certification and experience as a military or FAA Certified Flight Instructor in a formal training program involving the qualification and standardization of pilots and other aircrew members is desirable. Successful completion of a military or civil aviation safety training courses is desirable. Experience as an aviation operations officer in a medium to large aviation organization is desirable. 4. COMPLEXITY Assignments include analysis of all facets of aviation operations management and involve a fleet of tactical and transport aircraft that function within an integrated program of diverse support missions. These missions include passenger/cargo transport, MEDEVAC, and helicopter security force operations. Incumbent must apply specialized and professional knowledge to oversee flight training and standardization of contractor pilots, crewmembers and support personnel operating under the Diplomatic Security mission in Afghanistan and at multiple forward operating locations. The incumbent oversees aviation training programs, plans, policies, and procedures for the Office of Aviation, coordinates recommendations from staff officers, consults with the AOD Advisor and the Director of Operations, Office of Aviation regarding ongoing projects, provides guidance to Standardization Pilots, and contractor personnel, and oversees implementation of the program. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the Office of Aviation's aviation safety program that will improve ground and flight safety of aviation operations. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations which may require some physical exertion and dexterity. Incumbent must be able to independently perform fieldwork in remote areas for extended periods without assistance. Incumbent must possess and maintain a current U.S. FAA second-class medical certificate in accordance with FAR Part 67. 6. WORK ENVIRONMENT The work is conducted in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections/program evaluations and flight evaluations. Field sites have been declared hazardous duty locations by the Department of State due to hostile activities of armed groups within Afghanistan and therefore pose significant risk to the incumbent while at these sites. II. EVALUATION CRITERIA Factor 1. (Contract Oversight). Offeror's ability to: a. Perform oversight and evaluation of contractor operations, training and safety programs. b. Evaluate and recommend approval/disapproval of waivers to established policies, procedures and regulations. c. Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare comprehensive award term input. d. Provide operations, training and safety program direction and guidance to the contractor for the purpose of supporting the aviation support effort in Afghanistan. e. Coordinate with Government representatives and supervise contractor personnel. Factor 2. (Assist AOD). Offeror's ability to: a. Assist the AOD in directing and coordinating aircraft and personnel deployments within Afghanistan b. Provide instruction/guidance regarding operations, training and safety program implementation. Factor 3. (Develop, Coordinate, Organize and Implement Operational, Training and Safety Systems and Procedures). Offeror's ability to: a. Develop comprehensive operational, training, and safety systems and procedures. b. Coordinate/Organize operational, training and safety systems and procedures. c. Implement Aircrew Training Programs, Operational, Training and Safety Regulations and provide direction and guidance. d. Develop operational tactics and new training procedures, i.e., NVG operations, surveillance /interdiction operations, armed helicopter escort, aerial gunnery, etc. e. Provide direction and guidance to the contractor and host nation aviation training and standardization program via the INL/A Aircrew Training Program. Factor 4. (Past Performance). COMPENSATION Compensation for the position will be negotiated as follows: accumulated experience will dictate the salary level within the grade range. Entry level salary normally will be at the first step of the grade range for the position. Consideration will be given, however, to the successful applicant's experience that is specifically relevant to the position being filled. Number of years of relevant experience will determine the step within the grade range at which the successful applicant will be compensated.
