- This is a NOTICE OF INTENT for sole source procurement of commercial items prepared in accordance with FAR Part 12, using subpart 13.5 test program procedures. The award of a firm, fixed price is anticipated. The Government intends to solicit and negotiate with only one source under the authority of Section 4202 Clinger Cohen Act of 1996, as set forth in FAR Part 6.302-1, only one responsible source and no other services will satisfy agency requirements. LogRhythm is the only known log management software package that can be operated without additional manpower from the end-user. Additionally, LogRhythm is the only known log management system that is DIACAP certified, which is a requirement to operate on the end user's network. Interested offerors may identify their interest and capability to respond to the requirement by sending challenges to Eric Freeman at eric.g.freeman@navy.mil. This notice of intent is NOT a request for competitive proposals; however, all challenges to this sole source determination received by 12:00 p.m. E.S.T. 29SEP11 will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.
